Position Information:BreakForth Solutions is seeking a Contract Management Analyst to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO) senior executives and front office. The candidate will provide operational and analytical support for contract administration, procurement planning, and financial management activities. Experience working in Federal IT organizations is preferred.  Essential FunctionsThis role will be responsible for performing tasks such as but not limited to:

  • Manage and report on annual contract renewals across multiple components.
  • Coordinate with program offices to identify, validate, and consolidate requirements.
  • Develop consolidated requirement roll-ups for leadership review and procurement action.
  • Track contract performance periods, option years, and renewal milestones to ensure continuity of services.
  • Assisting in monitoring contract burn rates and providing recurring status reports to leadership.
  • Support contract closeout activities, ensuring documentation completeness and compliance.
  • Assisting in the preparation and processing of procurement packages, including Independent Government Cost Estimates (IGCEs), Statements of Work (SOWs) or Performance Work Statements (PWSs), Market research documentation, and Pre-solicitation analyses
  • Coordinate with Contracting Officers (COs) and Contracting Officer Representatives (CORs) to ensure acquisition packages meet regulatory and agency standards.
  • Support documentation requirements in accordance with the Federal Acquisition Regulation (FAR) and agency supplements.
  • Initiate and process financial actions in support of contract requirements.
  • Create and manage records in the agency’s Resource Allocation Management System (RAMS).
  • Prepare and process financial documents in the Unified Financial Management System (UFMS).
  • Reconcile financial data to ensure alignment between contract obligations, expenditures, and available funding.
  • Assist with funding modifications, de-obligations, and incremental funding actions.
  • Develop and maintain recurring and ad hoc reports on Contract actions, Burn rates, Funding status, and Procurement milestones.
  • Analyze financial and procurement data to identify risks, funding gaps, or execution delays.
  • Support leadership briefings with data-driven insights and visual reporting products.

Education/Skills/Experience Requirements:

  • Bachelor’s degree in Business Administration, Finance, Public Administration, Acquisition, or related field (or equivalent professional experience).
  • Required Experience:(3) years of relevant experience supporting federal procurement, contract management, or financial operations.
  • Working knowledge of the Federal Acquisition Regulation (FAR).
  • Experience preparing procurement documentation, including IGCEs and pre-solicitation packages.
  • Experience in initiating and processing financial actions in UFMS (or similar federal financial system).
  • Experience creating and managing records in RAMS (or similar resource management systems).
  • Proficiency with Microsoft Office Suite.
  • Familiarity with federal procurement and reporting systems such as SAM.gov, Federal Procurement Data System (FPDS), and GSA Schedules / Federal Supply Schedules
  • Strong analytical and financial reconciliation skills.
  • Ability to manage multiple concurrent contract actions and deadlines.
  • Attention to detail in preparing acquisition and financial documentation.
  • Strong written and verbal communication skills to coordinate across program offices and acquisition personnel.
  • Ability to work independently in a fast-paced federal environment.

Desired Knowledge/Skills 

  • Experience supporting a federal IT or mission-support organization.
  • Experience working directly with Contracting Officers (COs) and Contracting Officer Representatives (CORs).
  • Familiarity with budget formulation and execution processes within a federal environment.
  • Experience tracking contract performance metrics and financial forecasting.
  • DAWIA certification or FAC-C/COR certification (or equivalent acquisition training).

Salary will commensurate with experience.   90000.00 To 115000.00 (USD) Annually
