MBL Technologies is seeking a Senior Educational Trainer Subject Matter Expert (SME) to support a federal health agency’s Information Security and Privacy Group (ISPG). The Senior Education / Trainer SME is a highly experienced professional with deep expertise in cybersecurity, privacy, and federal compliance training. This role is responsible for leading the design, development, delivery, and continuous improvement of enterprise-wide cybersecurity and privacy education programs. The SME serves as the authoritative source for training content accuracy, instructional strategy, and learning effectiveness, while mentoring other trainers and collaborating closely with government stakeholders to modernize training approaches using Agile methods, learning analytics, and AI-enabled techniques.
This role directly supports agency workforce readiness, regulatory compliance, and measurable improvements in cybersecurity and privacy posture. This role is mostly remote; however, it will require occasional onsite meetings in the Baltimore/Washington metropolitan areas. This role is contingent based on contract award.
Job Responsibilities
:
- Serve as the lead Subject Matter Expert for cybersecurity and privacy education initiatives supporting the federal health agency’s ISPG.
- Provide expert guidance on training strategy, curriculum alignment, and modernization to ensure consistency across all cybersecurity and privacy training programs.
- Mentor and provide technical direction to trainers and instructional staff, ensuring high-quality delivery and instructional consistency.
- Collaborate with government stakeholders, including program leadership and technical SMEs, to align training priorities with evolving risk, policy, and compliance requirements.
- Design, enhance, and deliver comprehensive cybersecurity and privacy training courses for diverse audiences, including role-based training for personnel with significant security and privacy responsibilities.
- Develop engaging, interactive, and problem-based learning content that spans the full cybersecurity lifecycle (govern, identify, protect, detect, respond, recover).
- Lead the development of instructor-led, virtual, hybrid, and on-demand training formats to support flexible learning schedules.
- Ensure all training materials meet Section 508 accessibility standards and agency quality requirements prior to delivery.
- Apply innovative training techniques, including experiential learning, gamification (e.g., badges, leaderboards), and scenario-based instruction.
- Leverage AI-enabled course development and learning analytics to enhance training effectiveness and reduce development time.
- Support continuous curriculum review and updates to reflect changes in federal standards, policies, technologies, and threat environments.
- Contribute to the implementation and improvement of a unified training management and Learning Management System (LMS) solution.
- Assess workforce knowledge, skills, and abilities through pre- and post-training assessments and skills gap analyses.
- Support achievement of training performance outcomes, including participant completion rates, satisfaction scores, and measurable improvements in cybersecurity knowledge and job performance.
- Analyze course feedback and performance data to implement continuous improvements and maintain required satisfaction thresholds.
- Prepare and contribute to training reports, student progress reports, and briefings for government stakeholders.
- Ensure training programs support compliance with federal requirements including FISMA, HIPAA, Privacy Act, records management, and agency security and privacy policies.
- Participate in audits, reviews, and evaluations related to training effectiveness and compliance.
- Collaborate within an Agile delivery environment, using agency-approved tools and adhering to Enterprise Performance Life Cycle (EPLC) and governance expectations.
- Support outreach seminars and regularly scheduled training sessions, delivered onsite or virtually as directed.
Qualification/ Experience / Skills Required
:
- Minimum 5 years of experience developing and delivering cybersecurity and/or privacy training programs.
- Demonstrated subject matter expertise in federal cybersecurity, privacy, and risk management principles.
- Experience designing role-based training for personnel with significant security or privacy responsibilities.
- Strong knowledge of federal compliance frameworks, including FISMA, HIPAA, NIST, and related HHS or federal health agency policies.
- Proven experience delivering instructor-led and virtual training to diverse, geographically distributed audiences.
- Familiarity with Learning Management Systems (LMS), learning analytics, and training compliance reporting.
- Experience applying Agile methodologies to training development and continuous improvement.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Ability to mentor junior trainers and lead training initiatives in a complex federal environment.
Preferred Qualification/ Experience / Skills Required:
- Experience supporting CMS, HHS, or other federal health agencies.
- Experience with AI-enabled learning tools or advanced instructional technologies.
- Instructional design, cybersecurity, or training-related certifications (e.g., CISSP, CISM, CompTIA Security+, Certified Technical Trainer, or equivalent).
- Experience supporting federal contract startup, transition-in, or large-scale training modernization efforts.
