Overview
The Federal Capture Manager is responsible for identifying, qualifying, and capturing federal government contract opportunities that align with the company’s strategic growth objectives. This role leads capture planning activities from early opportunity identification through proposal submission, working closely with internal teams and external partners to position the company for competitive wins.The ideal candidate has deep experience in the federal acquisition lifecycle, strong cross-functional leadership skills, and a proven ability to drive compliant, compelling proposal responses.
Key Responsibilities
Opportunity Identification & Qualification
- Identify, track, and qualify federal contract opportunities across civilian, DoD, and/or intelligence agencies using tools such as SAM.gov, GovWin, FPDS, and agency forecasts.
- Assess opportunities for strategic fit, competitiveness, risk, and return on investment.
- Develop win strategies and capture plans for priority opportunities.
Capture & Relationship Management
- Develop and maintain relationships with government customers, industry partners, and teaming partners.
- Collaborate with the outside sales team to support existing federal contracts, recompetes, and customer relationships.
- Influence requirements shaping and positioning activities during pre-RFP phases when possible.
Capture Process & Infrastructure
- Design, implement, and continuously refine a standardized federal capture process.
- Assist in building and improving the company’s RFP response toolset, templates, knowledge base, and content libraries.
- Ensure capture and proposal activities align with company policies, compliance requirements, and best practices.
Proposal & RFP Leadership
- Lead end-to-end RFP response efforts, including kickoff, color reviews, compliance checks, and final submission.
- Coordinate cross-functional proposal teams including sales, technical SMEs, pricing, contracts, and executive leadership.
- Develop proposal outlines, compliance matrices, schedules, and win themes.
- Ensure all proposals are compliant, compelling, and submitted on time.
Strategy & Reporting
- Maintain a healthy federal opportunity pipeline and provide regular updates to leadership.
- Track capture metrics, win/loss data, and lessons learned to improve future performance.
- Conduct post-award and post-loss debriefs and incorporate feedback into capture strategies.
Required Qualifications
- 7+ years of experience in federal capture management, federal business development, or proposal management.
- Strong understanding of the federal acquisition process, FAR/DFARS, and government contracting vehicles.
- Proven experience leading RFP responses and capture efforts resulting in contract wins.
- Experience working with external sales teams, partners, and internal stakeholders.
- Excellent written, verbal, and organizational skills.
- Familiarity with GWACs, IDIQs, BPAs, and federal contract vehicles.
Preferred Qualifications
- Experience supporting [specific agencies, e.g., DoD, DHS, VA, GSA, etc.].
- Experience building or scaling capture and proposal processes in a growing organization.
- APMP certification (or equivalent) is a plus.
- Ability to obtain or maintain a U.S. Government security clearance.
