Job Description:


The Business Analyst will support major system modernization initiatives and enhancement efforts for Texas Medicaid applications within the Texas Health and Human Services Commission. This role involves analyzing business processes, gathering and documenting requirements, supporting project oversight, collaborating with Medicaid enterprise vendors, and ensuring delivery of system enhancements aligned with business goals. The analyst will work within a SAFe Agile environment and contribute to ongoing improvements, documentation, and enterprise support efforts.

Responsibilities:


  • Review, analyze, and evaluate business systems and user needs to support enterprise initiatives
  • Document business requirements, functional specifications, and process workflows
  • Support modernization and enhancement efforts for Medicaid applications
  • Provide oversight of Medicaid IT-contracted systems and related integrated projects
  • Participate as an IT stakeholder for enhancement initiatives across Medicaid Enterprise Systems (MES)
  • Develop and maintain project documentation, business processes, and supporting artifacts
  • Support Agile/SAFe project execution and coordination with technical and business teams
  • Identify opportunities for business process reengineering and technology optimization
  • Assist with solution options, risk identification, and cost/benefit analysis

Required Skills:


  • 8+ years of experience reviewing, analyzing, and evaluating business systems and user needs
  • Strong experience in business process reengineering and technology solution alignment
  • Ability to document detailed business requirements and functional specifications

Preferred Skills:


  • 3+ years of experience working in Agile environments (preferably SAFe)
  • Experience with Texas HHSC processes
  • Knowledge of Texas Medicaid and CHIP systems

Eligibility:


Must be local to the Austin area and able to work onsite. Must be eligible to work in the U.S. without sponsorship or visa transfer.
