This is a HUD SEC 8/TCAC Combo property. Qualified candidates will have 3-5 years of affordable housing property management experience or a housing regulatory agency. COS (Certified Occupancy Specialist) or CPO (Certified Profession of Occupancy) and/or TCS (Tax Credit Specialist; SCS – Site Compliance Specialist or SHCM – Specialist in Housing Credit Management and/or any related designation certification. c.1 years supervisory experience. Valid Driver's License, clean DMV record and reliable transportation are required. Yardi is a plus. Salary range: $84,000 - $136, 500 per year; hiring range for new employees is generally $84,000 - $110,250 per year, DOE. POSITION OVERVIEW
Responsible for ensuring hands-on processing of applications and completion of recertfications for both new lease-up, acquisition rehab and site stabilization of EAH-owned portfolio in California. Ensures REM onsite staff compliance with applicable local, state, and federal laws and regulations relevant to affordable multi-family housing development, Low Income Tax Credits and HUD programs. Leads staff training for new initiatives and/or creating efficiencies for application and recertification processing.

RESPONSIBILITIES
ESSENTIAL COMPLIANCE DUTIES AND RESPONSIBILITIES:
Application and Recertification Processing
- Oversees income verification for California portfolio and ensures compliance with HUD, LIHTC, CDBG, or other regulations regarding income certifications and other documentation/correspondence.
- Maintains and monitors a viable Wait List of qualified perspective residents, minimizing vacancy loss; sends proper notices to add and/or remove applicants, as necessary. Ensures NAU (Next Available Unit) procedures are adhered to by onsite staff.
- Collaborates with onsite staff to ensure resident appointments are scheduled accordingly. Ensures reminder notices are issued to residents who fail to make prompt appointment responses for the recertification process. Monitors the initial and follow-up interviews, as necessary.
- Monitors the outcome, ensures completion and documents results of phone and on-site interviews for potential applicants/residents; shows unit(s) if available.
- Monitors online applications and processing of applicant certification and resident re-certification processes online through completion.
- Ensures issuance of recertification letters to residents 120 days prior to the anniversary date of move-in; sets up appointments with residents to sign necessary forms.
- Monitors applicant eligibility appointments to ensure initial and follow-up interviews have been completed as necessary and approve all move-in files prior to third party or Compliance approval.
- Reviews and monitors recertification schedule in Yardi daily and ensures recertifications are completed 45 days ahead of schedule and submitted to Right Source, as applicable.
- Utilizes Enterprise Income Verification (EIV) for HUD site recertifications and reviews monthly and quarterly reports to assist with resolving discrepancies.
Audit Preparation
- Works with Resident Managers and other onsite staff in preparation for internal and agency file inspections.
- Oversees the correction of internal and agency non-compliance file findings. Ensures 100% completion of corrections and other items to address non-compliance findings.
- Ensures reminder notices are issued to residents who fail to make prompt appointment responses for the recertification process.
Staff Training
- In collaboration with the Director, Talent Development and Compliance Department staff develops and delivers training to REM staff on policies, procedures, systems, and new initiatives pertaining to applications and recertification processing.
- Assists with training new on-site staff or retraining existing staff on the annual and interim re-certification processes to ensure completion of certifications 45 days in advance of the anniversary or 10 days after a vacancy.
Portfolio Administration
- Assists Regional Property Supervisor as a liaison between site staff and central office.
- Participates in regular meetings as needed to provide updates and relay pertinent information to the Regional Property Supervisor and/or Director, REM on the status of recertifications and the status of applicant eligibility files.
- Processes reasonable accommodation and modification requests accordingly and in partnership with the Resident Manager, Supervisor and 504 Coordinator.
- Responsible for ensuring that all assigned projects operate in compliance with all local, state, and federal law.
- Responsible for file compliance of each property in portfolio, collaborating with on-site staff as necessary to ensure full compliance with all applicable regulatory agreement requirements.
- Responsible for approving all new move-ins and recertifications, ensuring that on-site staff is using correct and most current leases, house rules, etc. Saves documentation to EAH shared computer files as appropriate.
- Oversees and/or assists lease-ups of new properties and ensures smooth transition into EAH portfolio.
- May perform some or all of the essential responsibilities of onsite REM staff, to include greeting prospective residents, showing model units, logging all rental traffic to include guest cards and phone calls, and completing all follow-up of all rental inquiries per EAH Policies and Procedures.
- Develops, analyzes, and compiles various Compliance and Property Management reports on a timely basis.
Other
- Actively participates in EAH’s Injury and Illness Prevention Plan.
- Regular and predictable attendance.

QUALIFICATIONS
- Education – High school diploma
- Experience -
- 3-5 years’ experience in property management and/or a housing regulatory agency.

- 1 years’ experience supervising staff.
ADDITIONAL QUALIFICATIONS
- Must have ready access to reliable vehicle and maintain own auto insurance with EAH minimum requirements.
CRIMINAL BACKGROUND CHECK REQUIREMENTS
EAH Housing conducts criminal background checks on all candidates who have received a conditional job offer. Once you have received such an offer, you will be required to submit and pass our criminal background requirements. EAH also verifies education and employment history. Any verified discrepancy (resume or online application) may delay your background check results and/or affect your eligibility to work at EAH. If onsite housing is a requirement of the position, any household members over 18 years of age who will be living onsite with the candidate must also undergo a criminal background check and tenant screening. Satisfactory completion of background check and fingerprinting requirements is a requirement of employment with EAH.
DRUG TESTING
EAH Housing requires all candidates who have received a conditional job offer to submit to drug testing within 72 hours from acceptance of our job offer.
