Job Description:
The Senior Business Analyst will perform consultative and technical assistance work in analyzing DSHS priority initiatives and special projects. The role involves assessing and documenting requirements, facilitating business process improvements, and providing recommendations to agency leadership. The candidate will develop and present reports, define requirements, and ensure that solutions maximize operational efficiency while meeting program goals.This position is onsite and open only to local candidates in the Austin, TX area.
Job Responsibilities:
- Perform senior-level consultative services and technical assistance for DSHS program initiatives.
- Analyze, research, facilitate, and document requirements for priority projects and special initiatives.
- Assess operational processes, identify gaps, and recommend improvements for efficiency and effectiveness.
- Develop business analysis tools, process models, and solution options.
- Report project progress, risks, and key decisions to agency leadership.
- Assist in coordinating and optimizing operations across multiple programs.
- Lead or participate in special projects as assigned by agency leadership.
- Collaborate with functional teams to identify unmet business and system needs.
- Ensure best practices, standards, and compliance are maintained throughout project lifecycle.
Required Skills & Experience:
- 8+ years of experience in business analysis and system requirements gathering.
- 8+ years analyzing program policies and procedures to assess system impact.
- 8+ years developing process models (as-is/to-be) and identifying operational efficiencies.
- 8+ years preparing detailed reports and presenting findings to executive stakeholders.
- 8+ years researching, assembling, and analyzing complex data to provide actionable recommendations.
- Strong written and verbal communication skills, with the ability to collaborate across diverse teams.
Preferred Skills & Experience:
- 5+ years experience building strong relationships with project stakeholders.
- 5+ years experience developing SDLC artifacts, including gap analysis, requirements, design documents, test cases, and use cases.
- 1+ year UX design experience.

Eligibility:
