Position Overview
Chartis Federal is seeking an experienced Senior Program Manager to lead and oversee all Engineering contracts across the organization’s federal portfolio. This role serves as the primary point of contact (POC) for the Government, Contracting Officer’s Representatives (CORs), Contracting Officers (COs), and subcontractors, ensuring successful delivery of engineering and technical services in support of mission-critical programs across multiple agencies, including DHS, CBP, and DOI. The Sr. Program Manager will provide strategic oversight of all engineering task orders, from infrastructure design and construction quality management to systems engineering, logistics, and life-cycle sustainment.
Acting as both a leader and integrator, this role ensures alignment between technical execution, contractual compliance, and corporate objectives. As Chartis Federal continues to expand its footprint in engineering-based programs, this individual will drive operational excellence, scale program capacity, and build long-term client and partner relationships that position Chartis as a trusted engineering solutions provider.
Duties and Responsibilities
Program Oversight and Leadership
- Serve as Prime Contract POC for all Chartis Federal Engineering contracts, overseeing performance, compliance, and delivery across multiple active programs.
- Lead program-level coordination with CORs, COs, and federal stakeholders to ensure alignment with mission requirements, technical standards, and contractual deliverables.
- Oversee and support multiple project managers and field teams executing work nationwide, ensuring consistent adherence to Chartis Federal’s ISO 9001 Quality Management System and related ISO frameworks (27001, 20000).
- Develop and implement standardized processes for project planning, risk management, quality assurance, and change control across all engineering contracts.
- Lead regular program reviews and performance assessments, maintaining financial accountability, cost efficiency, and schedule adherence.
Technical and Operational Management
- Provide direct oversight of engineering design, construction management, and technical integration activities in partnership with technical leads.
- Oversee Construction Quality Management (CQM) functions — ensuring compliance, field verification, and assurance of work performed under engineering task orders.
- Support field operations by conducting periodic site visits, coordinating with CBP and construction contractors, and ensuring timely completion of punch lists, inspections, and final acceptance deliverables.
- Drive technical innovation and best practices across engineering disciplines to improve delivery outcomes and client satisfaction.
- Collaborate with corporate functional leads in HR, Recruiting, and Finance to ensure staffing, training, and cost control strategies meet contract objectives.
Subcontractor and Partner Management
- Oversee subcontractor relationships, including performance monitoring, task order allocation, and compliance with flow-down clauses and federal requirements.
- Ensure consistent and transparent communication between Chartis Federal and all teaming partners, fostering collaboration and shared accountability.
- Review and approve subcontractor invoices, deliverables, and performance reports.
Strategic Growth and Continuous Improvement
- Support corporate growth by contributing to business development activities, including proposal development, staffing strategy, past performance narratives, and technical solutioning for new engineering opportunities.
- Identify trends, gaps, and emerging client needs across engineering programs to inform future strategy and resource planning.
- Partner with the Quality and Security teams to maintain alignment with ISO, NIST 800-171, and C-SCRM program compliance.
- Mentor project managers and engineers to strengthen leadership pipelines and succession readiness within the Engineering Division.
Requirements
- Bachelor’s degree in a related technical or management field (Master’s preferred).
- 10+ years of experience in federal contracting, with at least 5 years managing complex engineering or infrastructure programs.
- Proven success managing multi-site, multi-agency portfolios with direct accountability for cost, schedule, and performance.
- Demonstrated experience collaborating with CORs, COs, and government clients under task order–based environments.
- Familiarity with Construction Quality Management (CQM), FOCI, and federal security compliance requirements.
- Strong understanding of ISO 9001/27001/20000 standards, NIST frameworks, and quality assurance processes.
- Excellent leadership, communication, and analytical skills.
- PMP certification required; CQM certification or Professional Engineer (PE) license preferred.
- Ability to travel up to 25–40% for field oversight and stakeholder engagement.
