Responsibilities:
We are seeking a proactive and highly skilled Senior Business Analyst who will serve as a subject matter expert (SME) across multiple teams, translating complex business, policy, and user needs into actionable system requirements. This role ensures that federal policy, program objectives, and user perspectives are accurately reflected in system design and delivery.The Senior Business Analyst will play a pivotal role in shaping a next-generation system for the Centers for Medicare and Medicaid Services (CMS) that directly impacts healthcare quality.
This role requires strong analytical skills, business acumen, and the ability to clearly connect the “big picture” to detailed team-level work.Ultimately, you will:· Translate federal policy, program goals, and true business requirements into actionable system requirements that align with user needs and end-to-end system objectives.· Serve as a cross-application SME, ensuring dependencies, integration points, and user workflows are fully considered across the overall quality system.· Conduct and support usability testing (including in IMPL environments where appropriate) in collaboration with end users, HCD practitioners, and product teams, incorporating feedback into backlog refinement.· Provide system demonstrations and requirement walkthroughs that connect features to user journeys, policy intent, and business outcomes.· Partner with Human-Centered Design and Scrum Teams to align user needs, policy drivers, and technical feasibility into testable epics, features, and user stories.· Perform analysis of business and user needs, documenting requirements, and refining existing logic or processes to improve usability and efficiency.· Forecast requirement and testing needs to anticipate downstream impacts, reduce reliance on “just-in-time” crash courses, and support smoother delivery.· Proactively engage other SMEs (internal and external, such as healthcare system practitioners) to validate assumptions and mitigate requirement gaps before delivery.· Mentor and guide less experienced Business Analysts, creating train-the-trainer materials and promoting knowledge sharing across teams.· Contribute to product vision workshops and support alignment with long-term program objectives.· Develop, maintain, and update technical and business documentation to ensure system knowledge is clear, consistent, and accessible.Requirements
Required Qualifications:
· All candidates must pass public trust clearance through the U.S. Federal Government. This requires candidates to either be U.S. citizens or pass clearance through the Foreign National Government System which will require that candidates have lived within the United States for at least 3 out of the previous 5 years, have a valid and non-expired passport from their country of birth and appropriate VISA/work permit documentation· A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
With ten years of general information technology experience and at least four years of specialized experience, a degree is not required.· 10+ years of experience as a Business Analyst with a track record of translating business needs into clear, testable requirements.· Demonstrated ability to connect federal policy, program goals, and user perspectives into actionable system requirements.· Strong analytical skills with a problem-solving mindset and the ability to anticipate cross-functional impacts.· Experience with Agile methodology and tools (Atlassian Jira/Confluence).· Excellent communication and facilitation skills, including the ability to convey complex information to technical and non-technical audiences.· Flexible and adaptable to changing priorities.
Desired Qualifications:
· Experience in the healthcare industry, particularly with CMS programs or quality improvement initiatives. Knowledge of healthcare policy and regulatory-driven system development.· Federal government contracting experience.· Experience facilitating usability testing and integrating findings into backlog management.· Familiarity with the SAFe methodology.· Experience mentoring analysts or leading train-the-trainer enablement.
Working Environment:
eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.Occasional travel for training and project meetings. It is estimated to be less than 25% per year.
