Program Manager - HHS STIM

cFocus Software is seeking a highly experienced
Program Manager (STIM Task Lead) to provide leadership and oversight for the Security Tools and Infrastructure Modernization (STIM) contract with the U.S. Department of Health and Human Services (HHS). The Program Manager will serve as the primary point of contact (POC) for contract execution, stakeholder engagement, and program delivery. This role requires strong leadership, communication, and program management skills to ensure the successful delivery of IT modernization and cybersecurity initiatives in alignment with HHS mission objectives.

Responsibilities


  • Provide overall program leadership, management, and direction for the STIM contract.
  • Serve as the primary liaison between HHS leadership, stakeholders, and contractor teams.
  • Manage scope, schedule, budget, resources, and risk across multiple task areas.
  • Ensure program compliance with federal IT standards including NIST SP 800-53, FISMA, FedRAMP, and DISA STIGs.
  • Oversee the preparation and delivery of program status reports, executive briefings, and contract deliverables.
  • Facilitate Change Control Board (CCB) processes and ensure adherence to governance policies.
  • Supervise, mentor, and provide guidance to technical and management staff.
  • Promote innovation, process improvement, and adoption of best practices in program management.
  • Engage stakeholders through effective communication, executive-level reporting, and performance tracking.

Required Experience


  • 10+ years of progressive experience in IT program and project management within federal environments.
  • Demonstrated success managing large-scale, multi-task cybersecurity or IT infrastructure contracts.
  • Proven ability to interface with senior government officials and lead diverse technical teams.
  • Hands-on experience with cybersecurity modernization, IT infrastructure transformation, and compliance-driven programs.
  • Expertise in program governance, risk management, and stakeholder engagement.

Education & Certifications


  • Bachelor’s degree in Computer Science, Information Systems, Business/Management Information Systems, Systems Engineering, Public Administration, or a closely related field (Master’s preferred).
  • PMP (Project Management Professional) certification required.
  • PgMP (Program Management Professional) or Agile/SAFe certification preferred.
  • Security+ or CISSP desirable to support federal cybersecurity program alignment.

Clearance Requirement


  • Must be eligible to obtain and maintain a Public Trust (High-Risk, Level 5) clearance.
