Project Background:


The “Equipping Central Asian Business to Navigate Global Economic Security Issues” project, funded by UK International Development, launched in June 2025 and aims to assist local businesses in navigating economic security challenges through an awareness-raising campaign, practical training workshops, and establishment of a training hub. The project is funded by UK International Development and is implemented in Kazakhstan and the Kyrgyz Republic by the Center for International Private Enterprise (CIPE).

Scope of Work


CIPE is seeking a Contractor to serve as an Economic Security Expert. The Contractor will work with the Economic Security Forum (ESF) to design a training curriculum for Kyrgyz business leaders and entrepreneurs under the “Equipping Central Asian Business to Navigate Global Economic Security Issues” project.

Geostrategic Risks Training Program


:

  • The Contractor will work with the Economic Security Forum to develop CIPE's economic security training curriculum and tailor it to the local business environment in the Kyrgyz Republic. The Contractor’s role will include identifying and drafting two relevant case studies for the Kyrgyz Republic, drafting a summary of challenges related to sanctions compliance in the Kyrgyz Republic, selecting relevant articles, and providing additional context on economic security challenges in Central Asia.
  • The Contractor will conduct desk research to identify relevant target industries in the Kyrgyz Republic for CIPE’s economic security training and incorporate examples from those sectors into project materials.
  • The Contractor will lead stakeholder mapping for the country, including mapping target industries and at least 60 target companies, as well as government stakeholders, business associations, and other key stakeholders. The Contractor will incorporate input from CIPE staff to the stakeholder map.
  • The Contractor will develop a written analysis (one to two pages) of the gender composition of the target industries and potential gendered dynamics related to sanctions compliance and will identify at least 10 women-owned businesses to include in the training sessions.
  • The Contractor will review the first draft of the completed curriculum and make direct suggested edits to tailor it to the local context. The Contractor will provide this feedback in writing within two weeks of ESF’s completion of the curriculum.
  • The Contractor will participate in weekly coordination meetings with ESF and will communicate additionally as needed to complete project deliverables.
  • The Contractor will assist ESF to deliver one online training-of-trainers seminar to demonstrate the curriculum to Kyrgyz instructors. The seminar will be delivered in English. CIPE will provide simultaneous translation if needed.
  • CIPE retains the rights to use the curriculum and all training materials prepared by the Contractor. CIPE can modify and adapt the curriculum and training materials as it sees fit and distribute to selected partners for their use.

Required qualifications:


  • Proven experience in economic security, sanctions compliance, or international trade regulations, with particular focus on Central Asian business environments
  • Background in development and design of training programs, preferably for business audiences
  • Experience conducting comprehensive stakeholder mapping and industry analysis in the Kyrgyz Republic
  • Successful track record of delivering research-based analytical products on economic security challenges, regulatory compliance, or geopolitical risk assessment
  • Professional proficiency in English and Russian is required; knowledge of Kyrgyz languages strongly preferred
  • Experience collaborating with international development organizations or business associations in Central Asia
