Development Manager - Related Urban Development

The DM position will be responsible for managing due diligence, entitlements, pre-development and development execution for a series of new construction projects and acquisitions in an assigned territory for the company.The DM will report directly to VP of Development and will work with the company’s property acquisition staff during acquisition and property evaluation, will work with company principals in planning project design and site layout, will create a predevelopment budget and project pro forma, will manage all consultants during the due diligence phase, will interface directly with municipal authorities and regulatory organizations and will manage creation of construction plans and approval thereof in conjunction with construction management staff before turning projects over to construction managers.  The individual will remain involved during construction monitoring progress, schedules, budgets and costs with the construction staff, as well as turning the project over to property management.  The DM will oversee the marketing and leasing of developments in collaboration with property management staff.

The DM will oversee the conversion of construction financing to permanent financing with the finance staff. The DM will oversee the completion of the construction costs and development costs audits with the accounting staff until the issuance of the project 8609.

Essential Duties and Responsibilities include but are not limited to:


  • Assist the VP of Development in leading the pre-development process which includes, but is not limited to, market and site identification, creation of predevelopment budget, contract negotiations, preliminary architecture and site design, zoning / rezoning, deal structuring and underwriting, relationship building / management with both internal and external partners, local government support, etc.
  • Maximize profitability of development projects by ensuring the scope, schedule and budget of all construction activities meet the specified project objectives outlined in company business plans.
  • Determine market and financial feasibility of new real estate opportunities. Calculate financial worth potential of proposed developments including pro forma analysis, profitability analysis, and internal rate of return analysis, as needed.
  • Prepare accurate development timelines; submit bi-weekly reports documenting job
  • Ability to prepare financing packages including: low-income housing tax credits, tax exempt bonds, subordinate debt, grants, construction and permanent financing, and equity syndication or other appropriate funding sources.
  • Assist the VP of Development with execution and daily oversight of projects from inception to disposition including budget controls, cost reporting to company principals and equity partners, project delivery, and coordination of property management & leasing staff.

Education and Experience Requirements: 


  • 5+ years of experience in affordable housing development
  • Bachelor’s and/or Master’s degree in Business Administration, Finance, Economics, Real Estate, Real Estate Development, Construction, Engineering, Architecture or related field(s)

  Knowledge/Skills Requirement(s):


  • Financial modeling and underwriting skills in Microsoft Excel
  • Proficiency in project management software and Microsoft Office Suite
  • Strong analytical and problem-solving skills
  • Excellent communication and interpersonal abilities
  • Detail-oriented with a commitment to quality and accuracy
  • Flexibility to adapt to changing project demands and deadlines
  • Experience collaborating with cross-functional teams and external partners
  • Demonstrated ability to thrive in a fast-paced, multi-task environment, balancing competing priorities and multiple project assignments.
