Position Summary


Prometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking a Technical Project Manager who will lead an efficient and agile team in delivering enterprise business intelligence and data platform solutions across the Veterans Health Administration (VHA). The role blends strategic project oversight with deep technical delivery expertise, including solutions architecture, Software Development Life Cycle (SDLC) management, data management, and quality management.

The ideal candidate will drive scalable, secure, and high-performance analytics solutions that support clinical and operational decision-making.

Essential Duties and Responsibilities


Project Management & Technical Delivery Oversight

  • Lead multi-disciplinary development teams (BI Engineers, Data Modelers, DBAs, UX Designers) through the full SDLC from inception and requirements analysis to deployment and operational handoff.
  • Own master project schedule, sprint backlogs, and release calendars, ensuring cross-team dependencies are identified and mitigated.
  • Coordinate and support testing and monitoring activities.
  • Serve as the escalation point for technical blockers through to resolution.Solution Architecture Oversight

  • Define and enforce solution architecture standards covering data ingestion, transformation, modeling, and reporting layers.
  • Ensure semantic models in Power BI or Analysis Services follow star schema design, calculation group best practices, and standardized KPI definitions.
  • Oversee security architecture, including RLS/OLS implementation, sensitive data handling, and compliance with FISMA, FedRAMP, and VA security controls.
  • Validate that all design decisions align with capacity planning requirements and future scalability considerations.
  • Guide the adoption of incremental refresh strategies, aggregation tables, and composite models to meet performance SLAs.Report & Dashboard Development Leadership

  • Manage the design and delivery of interactive dashboards, scorecards, and paginated reports to meet business and operational requirements.
  • Ensure development incorporates drill-through paths, bookmarks, dynamic parameters, tooltips, and conditional formatting aligned to VHA's branding and UX guidelines.
  • Partner with UI/UX resources to translate approved wireframes into accessible, Section 508-compliant deliverables.Operational Readiness & Continuous Improvement

  • Oversee data refresh orchestration, gateway health, and capacity management in Power BI Service.
  • Lead root cause analysis for performance or refresh failures, ensuring long-term fixes and preventive measures are documented.
  • Implement operational monitoring and alerts to ensure report availability and data accuracy.Documentation & Knowledge Transfer

  • Enforce version control discipline for PBIX files, SQL scripts, configuration files, and architecture diagrams using Azure DevOps or Git.
  • Oversee the creation of deployment guides, data dictionaries, and architectures for operational continuity.
  • Lead knowledge transfer workshops with VHA analysts, administrators, and leadership to ensure full adoption of delivered solutions.

Minimum Qualifications


  • Bachelor's degree in Computer Science, Information Systems, Data Science, or a relevant field of study.
  • Minimum 10 years of professional experience, with at least five (5) years as a Technical Project Manager leading enterprise BI/data platform development.
  • Proven track record in delivering Power BI and VA Corporate Data Warehouse (CDW) based solutions in a highly regulated, federal environment.
  • Expertise in data pipeline architecture & optimization, data analysis expression (DAX) and Power Query M, SQL/T-SQL performance tuning, Git/Azure DevOps version control and release management, and VA CDW governance and structure.
  • Proficiency in Agile/Hybrid delivery frameworks with DevOps integration.
  • Strong Stakeholder engagement skills with the ability to translate technical complexities into executive-level insights.
  • Working knowledge of federal data governance, FISMA compliance, and Section 508 accessibility standards.
  • Authorized to work in the U.S. without sponsorship.
  • Ability to obtain public trust.

  • Master's degree in Computer Science, Information Systems, Data Science, or a relevant field of study.
  • Project & Work Management: Microsoft Project, Azure DevOps, ITBM/PPM.
  • Version Control & CI/CD: Azure DevOps Repos, GitHub, GitLab, YAML pipelines.
  • Data Platforms & Services: Power BI Service, Power BI Dataflows, Analysis Services Tabular, SQL Server Integration (SISS), Azure Synapse Analytics.
  • Query & Scripting Languages: DAX, SQL/T-SQL, MDX, Power Query M language.
  • Architecture & Modeling Tools: Visio, Lucid Charts, ER/Studio, and data build tool (dbt).
  • Testing & QA: Postman for API testing, DAX Studio, SQL Server Profiler, Power BI Performance Analyzer.
  • Security & Compliance: RLS/OLS configuration in Power BI, data masking, FedRAMP and FISMA controls, ATO package preparation.
  • Documentation & Collaboration: Confluence, SharePoint Online, Teams with integrated Planner and Whiteboard tools.
