Position Summary:eTelligent Group is seeking a Innovation & Emerging Tech Executive to drive technical excellence and strategic growth within the federal sector. This role will support the leadership team to design compelling technical solutions, develop winning proposals, and strategize for federal business opportunities. The ideal candidate will possess strong technical acumen, a deep understanding of federal procurement processes, and the ability to craft impactful technical responses to RFPs and other solicitation types.Key Responsibilities:

  • Collaborate with the Growth team to identify, qualify, and shape federal opportunities.
  • Drive innovation with the Growth team by leveraging technical expertise and market insights.
  • Contribute to win strategies, technical approaches, and differentiators that align with federal client missions.
  • Build and maintain relationships with federal stakeholders to understand their challenges and objectives.
  • Act as a trusted advisor to clients, partners, and stakeholders.
  • Analyze market trends and competitor offerings to refine technical solution strategies.
  • Identify, develop and propose technical investment opportunities to increase market share.
  • Lead development of technological Innovations and advantages within our existing Prime Contract base
  • Lead / participate in technical challenges.
  • Lead technical evolution and focus of existing technical staff.
  • Support technical diligence and integration efforts for future acquisition activities
  • Design end-to-end, scalable, secure, and cost-effective technical solutions tailored to federal client needs.
  • Evaluate emerging technologies and incorporate innovative approaches into solution designs.
  • Provide technical leadership to project teams during the proposal and delivery phases.
  • Develop architectural diagrams, implementation plans, and cost estimates for proposals.
  • Write compelling, clear, and compliant technical responses for RFPs, RFIs, and RFQs.
  • Collaborate with cross-functional teams to integrate technical, cost, and past performance elements into winning proposals.
  • Facilitate effective communication between technical and non-technical teams, ensuring alignment on goals and expectations.

Minimum Qualifications and Requirements:


  • Bachelor's or Master’s degree in Computer Science, Engineering, Business, or a related field (or equivalent work experience, demonstrated proficiencies, and/or system certifications).
  • 5+ years of experience in solution architecture, proposal writing, capture management, or related roles within the federal sector.
  • Proven track record of designing technical solutions and contributing to successful federal contract awards.

Skills required:

  • Deep understanding of federal acquisition lifecycle, RFP processes, and contracting vehicles.
  • Strong storytelling, technical writing and communication skills, with the ability to present complex ideas clearly.
  • Deep understanding of customer psychology and market trends
  • Ability to align technical capabilities with business outcomes
  • Comfort with ambiguity and experimentation
  • Passion for innovation and user-centric design
  • Demonstrated ability to work collaboratively in cross-functional teams and manage competing priorities.
  • Proficiency in tools such as Microsoft Dynamics, Salesforce, or proposal management software.
  • Familiarity with cloud platforms (AWS, Azure, GCP), modern architectures (microservices, event-driven), and compliance frameworks.

Minimum Eligibility: US Citizenship or Permanent Residency for at least three (3) years.Location: Herndon, VA office on Tuesdays and Thursdays. Overall flexible in office or work from home options available. Travel to customer locations would be requested.
