Scope:


CIPE is seeking a full-time, non-exempt Washington D.C. based Associate Program Officer (APO). The APO is an integral member of CIPE’s centralized Program Team, providing high-level administrative and operational support to the Managing Director for Programs and a core leadership group that includes the Deputy Managing Director, Program Budget Manager, and Cross-CIPE Program Manager. The APO is responsible for maintaining the rhythm of internal operations, coordinating cross-functional processes, supporting proposal and report development, and ensuring the accuracy and consistency of documentation and communications across CIPE’s program portfolio.This position requires strong organizational and communication skills, high attention to detail, and the ability to manage multiple priorities efficiently in a dynamic, mission-driven environment.

Responsibilities and Duties


Administrative and Operational Support


  • Provide day-to-day administrative support to the Managing Director for Programs, including scheduling, meeting preparation, travel coordination, and internal communication.
  • Coordinate calendars and logistics for the broader Program Team leadership group.
  • Organize and support virtual and in-person meetings, events, and briefings, including preparing agendas, managing invites, taking notes, and tracking follow-ups.
  • Maintain well-organized files, templates, and institutional records for strategic initiatives and key communications.
  • Serve as a point of contact for internal queries directed to the Program Team and help ensure timely and professional responses.

Strategic and Programmatic Support


  • Assist in program planning and tracking by coordinating timelines, deliverables, and documentation.
  • Contribute to proposal development, reporting, internal briefs, and donor communications by conducting research and drafting or editing content.
  • Support program design efforts through desk research, partner mapping, and formatting of technical inputs.

Cross-Team Coordination


  • Act as a liaison between the Program Team and CIPE’s functional departments, including Grants, Finance, MEL, Communications, Compliance, and HR.
  • Track action items and workflows, ensuring follow-through across multiple stakeholders and projects.
  • Support the preparation and documentation of regular Program Team meetings.

Budget and Grants Monitoring


  • Work with the Program Budget Manager to track program expenditures, burn rates, and budget reallocation needs.
  • Assist in formatting and reviewing budgets and financial documents to ensure consistency and compliance.
  • Help maintain grant-related records and donor compliance documentation.

Qualifications and Skills


Education  


  • Bachelor’s degree required; Master’s degree or coursework in International Affairs, Development, Public Policy, or Business preferred.

Experience 


  • At least 7 years of experience in international development, with a focus on program design and coordination, preferably in a matrixed or multi-regional environment.
  • 2–4 years of professional experience in an administrative, programmatic, or executive support role, preferably within an international development or nonprofit organization.

Knowledge, Skills, or Abilities 


  • Demonstrated ability to manage complex administrative tasks with discretion and professionalism.
  • Excellent writing, editing, and communication skills.
  • High proficiency in Microsoft Office, especially Word, Excel, Outlook, and PowerPoint; familiarity with project or workflow tools is a plus.
  • Strong organizational and problem-solving abilities with excellent attention to detail.
  • Financial literacy and basic budgeting experience are strongly preferred.
  • Ability to work effectively across teams and time zones in a fast-paced, collaborative environment.
  • Language skills relevant to CIPE’s regions of operation are preferred but not required

THE SALARY FOR THIS POSITION IS $57,000 PER YEAR
