NCQA is now hiring a Payroll Administrator! The role performs a variety of complex and specialized full-cycle payroll and payroll accounting duties related to the processing of semi-monthly payroll for 400+ employees. The role manages federal, local and multi-state taxes, partnering with payroll provider to ensure accounts are set up and maintained accurately; reviews and reconciles payroll reports including payroll expense accounts, payroll taxes, benefits reports and retirement contributions; ensures all local, state and federal rules and regulations are followed; manages reporting requirements for workers comp and unemployment filings. Provides direct customer service to employees, answering questions timely and clearly.
Trains staff on payroll processes and procedures. Onboards new hires for timely completion of payroll and accounting related forms i.e. transit benefits, parking and corporate credit card programs. Trains new hires on daily completion of timesheets, and teaches supervisors how to approve, correct and reject timesheets Assists with a variety of special projects, including system implementations; evaluates payroll processes and procedures and makes recommendations for improvement, Performs other related duties as needed.Responsibilities
- Manages, administers and processes the entire payroll function, including ensuring the timely and accurate processing of the semi-monthly payroll, maintenance of all related records, updating the payroll database for new hires, changes in employee information and/or deductions, and terminations and keeping current on all payroll regulations.
- Maintains employee data and integration with NetSuite payroll application modules and Unanet Time Collection, updating the GL on a semi-monthly basis.
- Manages all federal, state, and retirement payroll reporting requirements and files all taxes and reports accordingly. Resolves any conflicts with employees, governmental agencies and third-party payroll vendor.
- Provides guidance and facilitation and processing between HR and payroll: Reports (two-way,) implementations, processing one-time changes (levies, garnishments, child support, various retirement loans).
- Prepares special related reports around area of compensation and merits, incentives, etc. and, participates in Payroll/HR audits and related implementations.
- Provide reports on request to managers, and occasional backup assistance to HR.
- Provides specialized HR/Payroll changes as needed for terminations due to DC law requirements and annually such as special payroll for incentives and/or merits and retros for compensation.
- Administers annual workers’ compensation audit. Maintains records for annual year-end audit and annual payroll benefits audit for 5500 tax returns.
- Participates in new hire orientation as Accounting representative; manage and administer transit benefits program.
- Audits participation in Metro SmartBenefits, Colonial Parking, Corporate card programs to ensure account changes are processed timely, terminated employee accounts are closed, and facilitating special requests from employees regarding refund of excess benefits.
Requirements:
- Bachelor's Degree in Business or Related field and must have or be eligible to get Fundamental Payroll Certification (FPC)
- 3+ years of progressive experience in payroll.
- 3+ years of experience as a payroll processor able to manage multi-state jurisdictions, DC must be one of the states.
- 3+ years’ experience in payroll related benefits: i.e. commuting benefits.
- Ability to learn quickly.
- High level of comfort with learning and using new software and other technology.
- Advanced skills with MS Office Suite, to include level of comfort with exporting and importing data between systems.
- Proficient with spreadsheets and accounting software.
- Working knowledge of UKG Pro, Paylocity or a similar payroll system. You must be able to work with 3rd party payroll companies, have excellent communication and follow-up skills, and be able to interact in a dynamic, fast paced environment.
- Strong understanding of payroll tax laws and regulations.
- Strong understanding of federal wage and hour laws.
- Must be willing to be onsite once a week in the Washington, DC office
Compensation & Benefits:
- For new hires, this position pays in the range of $85K - $100K per year, depending on experience.
- This position is eligible for an annual incentive bonus, payable in accordance with policy.
