Program Manager, Cross-CIPE
Reports to:
Managing Director, Programs
Scope:
CIPE is seeking a full-time, non-exempt Washington D.C. based Cross-CIPE Program Manager who plays a critical role in enhancing strategic coherence, programmatic integration, and efficient execution of cross-regional and cross-thematic initiatives within CIPE. This position ensures that flagship awards and multi-region programs are designed and implemented in alignment with CIPE’s mission, thematic strategies, and operational standards. Working closely with the Managing Director, the Deputy Managing Director, Thematic Leads, Regional Directors, Regional Hubs, and the Program Budget Manager, this position helps harmonize efforts across CIPE’s global portfolio.
Responsibilities and Duties
The Program Manager will be responsible for a wide range of functions, including but not limited to:
Cross-Regional Program Coordination
- Serve as the primary point of coordination for large-scale, cross-regional awards and priority initiatives.
- Ensure cross-cutting initiatives are well-documented, effectively communicated, and contribute to CIPE’s thought leadership and institutional visibility.
- Support the Managing Director in preparing internal and external briefings, presentations, and updates on CIPE initiatives.
Institutional Liaison
- Serve as a liaison between the Program Team and other HQ departments (External Relations, Finance, Legal, etc.) to align strategic messaging and ensure that cross-cutting programs are well-positioned institutionally.
- Coordinate with MEL, Finance, Grants, and Compliance teams to ensure cross-regional programs meet operational standards and reporting requirements.
Operational and Knowledge Harmonization
- Maintain centralized documentation and knowledge sharing for cross-regional projects, fostering institutional learning and innovation.
- Provide input on the development of planning tools and standard operating procedures (SOPs) to promote consistency in multi-region initiatives.
- Contribute to concept development and proposal design for multi-region initiatives.
- Identify overlaps and synergies across regional and thematic efforts, helping to avoid duplication and leverage shared resources.
Strategic Integration and Design
- Support Thematic Leads in ensuring that cross-cutting programs are integrated with CIPE’s thematic strategies and adapted to regional contexts.
- Track and ensure consistency in program design, branding, implementation, and compliance across multiple regions and themes.
- Facilitate communication and collaboration between Regional Directors, Thematic Leads, and Regional Hub teams to ensure alignment of program goals, timelines, and deliverables.
Qualifications and Skills
Education
- Bachelor’s degree required; Master’s degree preferred in International Development, Public Policy, Political Science, Economics, or a related field.
Experience
- At least 7 years of experience in international development, with a focus on program design and coordination, preferably in a matrixed or multi-regional environment.
Knowledge, Skills, or Abilities
- Demonstrated experience managing or coordinating multi-region, donor-funded programs (especially DRL, NED, USAID, or similar).
- Strong understanding of democracy and market reform issues.
- Exceptional coordination, communication, and relationship-building skills.
- Strategic thinker with the ability to work collaboratively across departments and teams.
- Detail-oriented with strong organizational skills and the ability to manage multiple priorities. THE SALARY RANGE FOR THIS POSITION IS $80,000-$101,000
