You will immerse yourself in Govini’s technology and service offerings to create compelling proposal submissions for competitive wins in the federal market. The Proposal Manager will act quickly to understand the customer’s needs and deliver pointed proposals that highlight our unique value proposition and revolutionary Decision Science capabilities.In order to do this job well, you must have hawk-eyed attention to detail and a passion for delivering compliant, professional-grade proposals within rapid turnaround times. The ideal candidate can work cross-functionally throughout the organization to assemble the necessary internal team to deliver winning proposals.

Scope of Responsibilities


  • Write and develop high-quality, professional proposals for public sector RFx opportunities, showcasing Govini’s SaaS solution
  • Collaborate with sales, marketing, and client-facing teams to analyze opportunities and define a winning proposal strategy and theme
  • Prepare response outlines and delegate writing and review responsibilities across internal teams and teaming partners
  • Lead all proposal development reviews and facilitate timely revisions throughout the response lifecycle
  • Communicate with procurement officials to elicit clarifying information and stay updated on amendments and modifications
  • Tailor technical content to meet specific customer requirements and proposal instructions
  • Manage multiple concurrent proposals, balancing milestones, deadlines, and review cycles
  • Ensure all responses clearly communicate key messages, value propositions, and Govini’s differentiators
  • Develop new content and strategically reuse existing content to align with customer needs and Govini's offerings
  • Monitor federal procurement websites to identify new opportunities and updates to current pursuits
  • Maintain CRM and internal tracking systems to support opportunity management, forecasting, client communications, contracts, and tasks

Qualifications


  • US Citizenship is required
  • Required Skills:

  • Bachelor’s degree required
  • 10+ years of experience leading federal proposal and capture efforts, including medium- to large-scale DoD and IC pursuits
  • Proven ability to independently manage end-to-end proposal cycles—from RFI to final submission—for both classified and unclassified opportunities
  • Deep knowledge of federal acquisition (FAR/DFARS), including IDIQs, OTAs, CSOs, and GSA vehicles
  • Track record of crafting compelling, compliant, and competitive technical and management volumes
  • Demonstrated success shaping capture strategies: win themes, teaming, and price-to-win alignment
  • Strong cross-functional collaboration skills with Engineering, Product, Legal, Finance, and GTM teams
  • Experienced in leading proposal operations: setting schedules, directing color team reviews, and mentoring junior writers
  • Comfortable operating in fast-paced, high-stakes environments with shifting priorities
  • Skilled in building scalable proposal infrastructure: content libraries, templates, and workflows
  • Proficient in Salesforce, proposal automation platforms, and document management tools
  • Desired Skills:

  • Experience supporting or leading proposals valued over $1B, including multi-party, multi-volume submissions
  • Prior work on classified programs or in secure environments (e.g., SCIF, classified annexes)
  • Familiarity with multi-domain defense technologies: autonomy, C2, ISR, cyber, logistics software
  • Demonstrated ability to lead rapid acquisition responses (OTA, CSO, SBIR/STTR, prototyping)
  • Experience with early-stage capture: shaping RFIs, ghosting competitors, and influencing requirements
  • Training or practical application of Shipley or equivalent capture frameworks
  • Involvement in pricing strategy development and alignment with technical narrative
  • Background in high-growth or startup government tech environments
  • TS/SCI clearance preferred
  • Familiarity with Loopio, Adobe Acrobat Pro, or similar collaboration tools
