Program Budget Manager

Scope:
CIPE is seeking a full-time, non-exempt Washington D.C. based Program Budget Manager is responsible for leading consolidated program budget planning, forecasting, and financial tracking across CIPE’s global portfolio. This role serves as the primary liaison between the Program Team and CIPE’s Finance department and ensures that budget management practices support programmatic goals, donor compliance, and organizational sustainability. The Program Budget Manager works closely with the Managing Director, Regional Directors, Regional Hubs, Global Thematic Leads, and the Cross-CIPE Program Manager to provide timely, accurate, and strategic financial insight, enabling effective decision-making across the program lifecycle.
Responsibilities and Duties
The Program Budget Manager will be responsible for a wide range of functions, including but not limited to:
Budget Strategy and Planning
- Facilitate the annual and multi-year program budgeting process, ensuring alignment with CIPE’s strategic priorities and donor requirements.
- Support scenario planning for funding variability, including pipeline forecasting and resource allocation modeling.
- Collaborate with the Managing Director and Finance team to ensure program budget alignment with institutional goals and financial sustainability.
Monitoring and Financial Analysis
- Monitor program-level budgets, funding utilization, and burn rates across all regions and thematic areas.
- Identify variances, risks, and opportunities, and recommend course corrections or reallocations as needed.
- Maintain a centralized dashboard or system for tracking program financial performance across CIPE’s matrixed structure.
Cross-Team Coordination
- Serve as a bridge between Program and Finance teams to ensure shared understanding of financial targets, donor restrictions, and cost principles.
- Coordinate closely with Grants, Compliance, and MEL staff to integrate budgeting with award management and performance frameworks.
- Provide tailored financial guidance to Regional Directors, Hub staff, and Thematic Leads during program design, implementation, and closeout.
Capacity Building and Tools
- Develop user-friendly tools, templates, and training to enhance program staff understanding of budgeting, forecasting, and financial compliance.
- Provide coaching and support to non-financial staff on effective budget management and donor financial reporting.
Donor and Institutional Reporting
- Support the preparation of budget-related sections of proposals and reports to donors, ensuring accuracy and responsiveness.
- Respond to internal and external budget queries in a timely and professional manner.
- Contribute to internal reporting and briefings that inform CIPE leadership and board-level decision-making.
- Ensure financial reporting aligns with CIPE’s transparency and accountability standards.
Qualifications and Skills
Education
- Bachelor’s degree required; Master’s degree or CPA preferred in Finance, Accounting, Public Administration, International Development, or a related field.
Experience
- Minimum 7 years of experience in program budgeting and financial management, preferably within an international NGO or donor-funded environment.
Knowledge, Skills, or Abilities
- Demonstrated experience managing complex budgets for U.S. government-funded programs (e.g., DRL, USAID, NED).
- Strong analytical, modeling, and forecasting skills with the ability to communicate financial concepts to non-finance professionals.
- Proficiency in financial management systems (e.g., Microsoft Excel, Power BI, or ERP platforms).
- Collaborative and service-oriented approach with excellent interpersonal and communication skills.
- Strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines. THE SALARY RANGE FOR THIS POSITION IS $80,000-$101,000
