Scope:


CIPE is seeking a full-time, non-exempt Washington D.C. based Deputy Managing Director (DMD), Programs, works under the supervision of, and in close partnership with, the Managing Director for Programs to manage all aspects of CIPE’s program planning, execution, and quality assurance. The DMD plays a critical role in process optimization, strategic coordination, and institutional integration across CIPE’s Global Technical Network, Regional Hubs, and Headquarters. This role serves as a central point for aligning programmatic operations with CIPE’s mission and strategic plan, ensuring coherence between thematic strategies, regional priorities, and cross-cutting initiatives. 

Responsibilities and Duties


Strategic Leadership and Program Oversight 


  • Collaborate with the Managing Director to set program priorities and strategic direction for CIPE’s global portfolio, based on CIPE’s strategic plan. 

  • Ensure alignment of programs with CIPE’s mission, thematic priorities, and donor expectations. 

  • Oversee the integration of technical expertise from the Global Technical Network (GTN) into regional program strategies. 
  • Lead quality control processes for program design, proposal development, and programmatic outputs, ensuring consistency and high standards. 

Operational Coordination and Process Optimization 


  • Lead the coordination of cross-departmental program activities, including budget planning, resource allocation, and performance management. 
  • Serve as the primary point for integrating operational systems between Program and functional teams, such as legal, compliance, grants, finance, and HR, and aligning regional hub activities with HQ strategic goals. 

  • Work closely with the External Relations team to synchronize messaging, communications, and outreach. 
  • Manage internal communications within the Program team to ensure transparency, collaboration, and shared goals. 

​​​​​​​Global Technical Network (GTN) Management 


  • Directly supervise GTN staff, including Directors of Practice, Subject Matter Experts, and other senior technical experts. 
  • Ensure the effective integration of GTN resources into program design and implementation. 
  • Facilitate collaboration between GTN members, Senior Thematic Directors, Regional Directors, and field staff to optimize program impact.

Donor and Partner Engagement 


  • Cultivate and maintain positive relationships with major donors, including the National Endowment for Democracy (NED) and other institutional partners. 
  • Represent CIPE in high-level meetings and forums to strengthen institutional partnerships and secure funding. 
  • Support the Managing Director in maintaining effective donor relations and ensuring alignment of CIPE’s programs with donor priorities.

  • Provide leadership and mentorship to senior program staff, including Regional Directors, GTN members, and hub managers. 
  • Support the professional growth and development of program staff through coaching, feedback, and performance management. 

Qualifications and Skills


Education 


  • Bachelor’s degree in International Relations, Political Science, Economics, Business Administration, or a related field (Master’s degree preferred). 

Experience 


  • 10+ years of relevant experience in program management, international development, or a related field, with at least 5 years in a leadership role. 

Knowledge, Skills, or Abilities 


  • Demonstrated experience managing complex, multi-functional teams and program portfolios. 

  • Strong analytical and problem-solving skills, with a strategic mindset. 

  • Exceptional communication, negotiation, and interpersonal skills. 

  • Proven ability to work effectively with diverse teams and across cultural contexts. 

  • Ability to travel internationally as required. 

  • Strong conceptual, verbal, and written communication skills. 

  • Ability to take initiative, organize tasks, and prioritize effectively in a fast-paced, time-sensitive environment, ensuring deadlines are met with attention to detail. 

  • Skilled in building strong, trusting relationships to gain support and achieve desired outcomes. 

  • Capable of managing multiple competing priorities simultaneously. 

  • Comfortable working in an environment with international objectives. 

  • Flexible and able to engage with individuals at all levels with strong interpersonal skills. 

Preferred Qualifications 


  • Experience working with donor-funded programs, particularly NED, DRL, or other U.S. government agencies. 

  • Familiarity with matrixed management structures and cross-functional collaboration. 

  • Strong understanding of democracy, market reforms, and governance programming. THE SALARY RANGE FOR THIS POSITION IS $204,000-$255,000
