cFocus Software seeks a Program Manager to join our program supporting the United States Coast Guard (USCG). This position is on-site in Washington, DC. This position requires TS/SCI Clearance

Qualifications:


  • Bachelor’s or Master’s degree in Computer Science, Cybersecurity, Information Assurance, or a related field.
  • Active TS/SCI clearance.
  • 10+ years of IT project management experience in any government agency.
  • Experience must include demonstrated knowledge and ability to implement known project management tools and methodologies such as AGILE project management and other tools identified in the Project Management Body of Knowledge (PMBoK).
  • Active PMP certification

Duties:


  • Support development and implementation of Program Management Office (PMO) processes employing standard business techniques, such as Agile, SAFe, Waterfall, Kanban, Scrum, Project Rigor, and the DHS System Engineering Life Cycle (SELC), to document project goals, schedules, and risks to improve decision-making capabilities, and ensure compliance to Intelligence Community mandates
  • Responsible for daily management of the engagement, staff supervision, overall planning, and client contacts, assisted as necessary by subject matter experts, and may provide general business consultin s Services.
  • Develop and update service catalog information in the USCG SharePoint environment, including development of project management process sites to enable project tracking, project request management, risk management, and knowledge management.
  • Build and implement use of templates (such as sample project plans, charters, business cases, risk registers, and risk management guides) to enable project management standardization across the organization.
  • Implement processes to capture and document defined required project execution criteria and documentation including project management process approaches to structure and processes.
  • Provide development and implementation support for project prioritization and resource allocation using pre-defined criteria, measurement, and reporting.
  • Assist with the ISR Systems and Technology project registry, including project prioritization using strengths, weaknesses, opportunities, and threat (SWOT) tools.
  • Facilitate use and training of tools such as MS Project, the USCG SharePoint Environment, the Defense Intelligence Information Enterprise (DI2E), and USCG Enterprise Project Management (CG-EPM) system, to create templates such as Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), and risk registers/portfolio risk logs to facilitate project planning and overall management.
  • Serve as the project support to project managers including assisting with creating project plans, coordinating project activities, and tracking project activities progress to ensure forward movement.
  • Assist Project Managers/ Program Managers customize the SELC Tailoring Plan Artifact Matrix to prepare for project kick-off and plan for project requirements.
  • Support cross-collaboration efforts / serve as a liaison between CG-26, I2SPC and other agencies across the IC to ensure project activities progress, as well as identify roadblocks and risks.
  • Facilitate escalation of risk issues / mitigation recommendations to appropriate authorities (Deputy CIO, Project Leads, and Division Chief) and manage resolution of issue including project impacts.
