cFocus Software seeks a Principle Geospatial Scientist (Data Collection/Quality Manager) to join our program supporting the Department of Homeland Security (DHS). This position is on-site in Springfield, VA. This position requires a Public Trust Clearance
Qualifications:
- Bachelor’s degree in GIS, Geography, Cartography, Computer Science, or other related fields
- Ability to apply strategic recommendations on decisions impacting overall geospatial data management, technology implementations, and geospatial infrastructure modernization to meet emerging DHS missions.
- Proficient in Geospatial Sciences, to include cartography, information systems, symbology, data management.
- Ability to apply advanced expertise in data management, analysis, and research for homeland security mission.
- Leading technical demonstrations, exchanges, and other presentations on materials and analysis generated in collaboration with stakeholders and other team members
- 5+ years of experience working with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, Camtasia, Python Scripting, and Drupal
Duties:
- Develop and refine methodologies for data collection, acquisition, and maintenance.
- Conduct research, prioritize needs, manage intake, and ensure quality control.
- Document and update contractor processes, procedures, roles, and responsibilities in SOPs.
- Manage acquisition budget to obtain high-priority, high-value data deliverables.
- Determine requirements based on accuracy, coverage, resolution, formats, licensing, update frequency, cost, and compatibility with geospatial data systems.
- Maintain a list of all data providers and their datasets.
- Identify high-quality geospatial data providers as prescribed by the Government.
- Use professional networks to find and report at least two potential providers for each data product.
- Select providers based on program objectives and Mission Partner needs.
- Manage production or procurement activities and ensure delivery of high-quality, licensed data products.
- Maintain dialogue with data providers to document data use, dissemination, security, quality, and acceptance requirements.
- Obtain data provider approval for use and distribution of sensitive content, when needed.
- Provide documented recommendations for GMO operational data collection and information sharing.
- Negotiate best value licensing or purchasing options and ensure proper licensing and permissions.
- Provide technical support to ensure timely delivery of data products meeting acceptance criteria.
- Inform the Government of any issues impacting cost, schedule, or performance.
- Support internal geospatial program efforts to receive data deliveries to include infrastructure needs, strategic communications, quality assurance reviews, data management, requirements, and geospatial program objectives.
- Review and deliver licensed data products.
- Support all post-delivery technical exchanges between the Government and data providers related to defects, adjustments, or emergent data needs.
- Incorporate data processing approaches such as developing and applying scripts to review data in an efficient and consistent manner.
- Maintain and document all coding tools, scripts, and information applied to process data in a government-owned location.
- Develop and provide analytical reports and/or crosswalks to geospatial data users that detail all delivery information including timelines, data formats, descriptions, metadata completeness, and changes relative to comparable data products relevant.
- Integrate seamlessly with other GMO service activities, including incorporating data feedback from users and/or changing requirements to keep the geospatial data inventory useful and responsive to emergent needs of Mission Partners.
- Establish and maintain consistent schedules for all data deliveries to ensure geospatial data users can confidently plan for timely updates throughout each period of performance.
- Conduct QA/QC reviews on geospatial data deliveries within 30 business days.
- Ensure data quality through rigorous quality assurance and validation.
- Apply Government-approved criteria to data reviews and consult with the internal geospatial program team as needed.
- Report any defects that would lead to data delivery rejection immediately.
- Ensure accuracy of contractor-developed or modified geodatabases, tools, and other data formats.
- Compile and maintain geospatial metadata on datasets, content, and products.
- Ensure geospatial data, metadata, content, and products are understandable and shareable.
- Review object and data models, and the geospatial metadata repository to structure data.
- Provide business process engineering and automated workflow development support.
- Support creation, curation, dissemination, standardization, and decommissioning of geospatial data.
- Support archiving efforts, including storage, querying, and maintenance of geospatial data in accessible standards.
- Utilize HARP to conduct thorough data reviews, score data quality, and capture results for government review.
- Conduct an itemized crosswalk review when replacing existing data layers with new datasets.
- Maintain data quality and consistency through structured metadata management.
- Validate data layer submissions for accuracy, metadata, completeness, and consistency, and work with data providers for any missing information or clarification.
- Implement and maintain a solution for users to submit errors, revisions, and improved data inputs to data providers.
- Track, review, and process user submissions.
- Develop, obtain Government approval, and follow procedures for reviewing and submitting data updates to providers.
- Communicate user feedback status with geospatial data stakeholders.
