JOB SUMMARY
Working under the direct supervision of the Regional Director of CUA Operations, the CUA 5 Program Director is responsible for the operations, compliance, management and program outcomes of the APM-CUA child welfare program. Provides leadership, coaching and mentoring to the department. This includes direct reports, their subordinates and contracted providers on issues affecting the health and safety of children and family stabilization. Manage service agreements, program operations with the capability to execute effectively.This work includes direct collaboration with the Quality Assurance Director in evaluating the quality of services and ensuring compliance with regulatory standards; providing major input on program changes, personnel, and budget issues.
This work is performed independently and under the supervision of the Regional Director of CUA Operations. This work is evaluated by yearly Management Performance Appraisals with targeted benchmarks, review of reports and case records. This position may include acting on behalf of the Regional Director of CUA Operations.
Key job tasks/duties/responsibilities of the CUA Program Director
- Oversee programmatic procedures to meet the objectives set by the Regional Director of CUA Operations, program funders, the Department of Public Welfare, the Department of Human Services (DHS) and other PA State regulatory agencies.
- Maintain 90% or higher visitations of children in the APM-CUA child welfare district with all documentation required by DHS
- Participate with the Regional Director of CUA Operations and Quality Assurance (QA) Director in the determination of department policies and procedures to meet objectives, benchmarks and performance measures set forth by the program.
- Work in collaboration with QA to develop strategies and ongoing processes that address program auditing, ensure that inspections are prepared for and all contract compliance requirements are met and inspections/site visits are successfully passed.
- Work with QA to ensure that licenses and contracts are renewed annually and on time.
- Analyze proposed legislation, regulations, or policy changes to determine how agency services could be impacted, modified and/or adjusted.
- Research and analyze child/family and community needs to determine program direction and goals.
- Act as mentor and coach to program staff and other community partner programs regarding the interpretation and implementation of program-related federal, state and county regulations and policies.
- Speak to partner agencies and community members to explain and interpret purpose, programs, and policies.
- Develop strategies and participate in recruiting, interviewing, hiring and retaining staff and resource families.
- Represent the organization, the program and act on behalf of the Regional Director of CUA Operations when called upon, in relations with the community, partner provider agencies and governmental agencies.
- Implement and evaluate staff performance, training needs and training competence.
- With the assistance of the CUA Community Liaison develop community recruiting activities and help in the development of outreach materials.
- Establish and maintain relationships with other agencies, service providers and organizations in the community to meet program and family needs and to ensure that services are integrated, ongoing and represent an ongoing continuum of care.
- Prepare and maintain records and reports, such as budgets, personnel records, training and policy and procedure manuals.
- Direct activities of professional and technical staff members, support staff, all Supervisors and Case Management staff on the project.
- Evaluate the work of staff and subcontractors/consultants/partner agencies to ensure that programs are of appropriate quality and that resources are used efficiently and effectively.
- Ensure that support services are provided through integrated, interagency/provider network referral systems.

Requirements
- Master’s Degree in Social Work or a related field including but not limited to sociology, psychology, counseling, criminal justice, education, divinity or public health administration.
- Proven Management/leadership skills with a minimum of 7 years social work experience in the child welfare system; direct service, administrative development, and supervision of professional staff.
- An understanding of Department of Human Services and Department of Public Welfare standards and regulatory guidelines of children welfare.
- Experience in reviewing budgets and identifying budgetary priorities.
- Experience in selecting and hiring staff.
- Experience in managing, training and supervising staff
- Experience in directing middle management staff.
- Must be able to communicate effectively, orally and in writing.
- Child welfare state programs, regulatory systems experience
- Organization and structure of local, state, federal government and community partner agencies.
- Skilled in operating office equipment, including basic computer skills and proficient in the use of standard Microsoft software, including Word, Excel PowerPoint and Outlook.
