This position is located in the Administration for Children and Families, Office of Head Start. Head Start is a national, Department of Health and Human Services program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.The Senior Project Analyst is responsible for a wide variety of project coordination, data management, and communication duties as part of a team engaged in ongoing assessment and quality improvement of program operations.
The candidate will act as a thought partner to set objectives, coordinate and evaluate project implementation, and strategize best practices. The candidate will be a self-starter and able to independently advance various initiatives of the Office of Head Start.THIS POSITION IS PENDING CONTRACT AWARD.
Duties and Responsibilities
- Manage and support the delivery of multiple project initiatives designed to enhance the services and level of support provided to and requested by the client. Projects to include engagement in meetings and workgroups supporting OHS initiatives
- Draft proposals and campaigns for various ACF and OHS health initiatives
- Coordinate with federal, state, and local health officials as necessary; support interagency collaboration as requested in support of OHS.
- Support may include setting program goals and objectives; developing and interpreting policies and procedures; and leading program planning, development, and evaluation
- Draft responses for external correspondence in support of managers
- Maintain responsibility for the overall planning, organizing, directing, controlling, and delivery of projects prioritized in alignment with the client's expectations and needs.
- Oversee the ongoing process and system capability associated with projects and manage any changes required to meet or exceed the expectations established in project designs.
- Coordinate and collaborate with Regional Offices, OHS National Center staff and OHS stakeholders to advance ACF and OHS initiatives
- Serve as a specialist on content/subject specific topics and prioritize work based on general direction from managers to include but not be limited: strategic planning of children’s health and
- wellness initiatives, mental health, and nutrition
- Support strategic planning initiatives by identifying and recommending improvements to new and existing processes.
- Responsible for the completion of assigned contract deliverables, ensuring they are accomplished within prescribed timeframe and funding parameters.
- Monitor projects/program to ensure work scope, schedule, and budget are well defined and maintained
- Aggregating, analyzing, and disseminating regional and grantee data from existing government systems to identify emerging trends impacting Head Start grantees
- Communicate regularly with customers to discuss project status and updates
- Represent OHS at inter-departmental, inter-agency and OHS Central Office meetings
- Coordination and content development of presentations regarding crossover policies between
- OHS and other inter-governmental agencies.
- Management and coordination of real-time data within Smart Sheet software for Grantee profiles to ensure disaster recovery grants information provides disaster funding; site visit updates, and other pertinent data, as well as timely communication and resolution of quality concerns and issues
Qualifications
Education
- Bachelor's degree in a human services field preferred with 6+ years of direct experience OR a Master’s with 4-5 years of direct experience.
Additional Requirements
- Previous direct experience in social work, public health, or early childhood education services highly desired.
- He/she MUST have a clearance or be able to obtain a clearance.
- Proficiency in Microsoft Office suite applications including Access and Share Point.
- Strong problem-solving and analytical skills.
- Ability to multi-task and provide analytic support on multiple major projects across varied content areas without difficulty.
- Ability to work under and meet tight deadlines and deliverables.
- Ability to manage multiple tasks simultaneously.
