The Command & Control (C2) Technology SME serves as the primary on site point of contact and technical expert for established and emerging  software capabilities at Special Operations Command, Pacific (SOCPAC.) This role is critical because it extends beyond technical support to a high OPTEMO CMD to encompass strategic partnerships that will support the ability for technology to keep pace with end user needs. The ideal candidate is a self-reliant, proactive individual with a strong understanding of data-centric software and experience working within a fast-paced operational environment, preferably a Theater Special Operations Command (TSOC) or similar Operational Headquarters. This key client relationship directly supports SOCPAC’s mission and aims to create conditions for significant influence on the direction and expansion of both GOTs and COTs technology platforms and supporting services that are, or can support the CMDs operational needs to meet mission success.

You will be responsible for designing, integrating, and managing delivered technologies and capabilities within Indo-Pacific Command (INDOPACOM) at Camp Smith and make sure requirements from all stakeholders are well understood, captured, and relayed through the appropriate channels using thorough and concise reporting methods. This position may offer unique opportunities to shape product development, enhance user experience, and potentially drive revenue growth through this critical partnership with SOCPAC. This position requires an active US TS/SCI security clearance. This position will be located onsite at Camp Smith, HI. 

WHAT YOU WILL BE DOING


  • Serve as the onsite technology SME, ensuring smooth integration of all SOCPAC operational and staff inputs into command and control systems, providing expert guidance and support to the user community to include.​​
  • Conduct thorough data review of user entries to identify discrepancies and recommend corrections, strictly adhering to the SOCPAC Business Rules and compliance with command directives.
  • Maintain and update the SOCPAC C2 Business Rules document (at least annually), ensuring standardization and high-quality data entry guidelines.
  • Update and maintain the SOCPAC C2 dashboard homepage weekly, including points of contact, data sources, visualizations, and links to supporting user-generated interfaces.
  • Provide instruction and training on the effective use of C2 systems to SOCPAC staff and subordinate elements, serving as the subject matter expert on the platform, offering guidance as needed.
  • Develop and implement data visualization schemes based on existing data in alignment with the command’s direction.
  • Collaborate with users to design, build, and operate new Composable Workspaces (CWs) to meet evolving operational needs.
  • Act as a C2 liaison with the INDOPACOM representative, staying up to date on new features, improvements, and best practices, coordinating system upgrades ensuring seamless transitions during program updates.
  • Provide surge support to the Combined Special Operations Conference (CSOC) as needed and support the twice-a-year Consolidated, Special Operations Campaigning Conference.
  • Conduct overview briefings for new and potential users on current and developing command and control capabilities, limitations, and common use cases.
  • Provide comprehensive user training (beginner, intermediate, and advanced) in various formats: in-person, virtual, phone, chat, and email. Training will be given in small groups, deskside, or in a large classroom setting.
  • Maintain and update the SOCPAC C2 SOJ35 Microsoft Teams and SharePoint collaboration platform.
  • Plan, organize, and conduct the weekly WG, leading the quality control and quality assurance data review process for the headquarters staff and subordinate commands.
  • Establish and maintain a strong relationship with the SOCPAC Chief Technology Officer (CTO). Participate in the weekly CTO Information Knowledge Management (KM) working group and provide monthly updates on RII’s PRIISM software capabilities and share success stories.Establish and maintain customer relationships staying informed of contract developments, changes, and emerging opportunities.

WHAT YOU HAVE DONE


  • Bachelor’s Degree and 3+ years of experience in technical engineering or IT systems role
  • 2+ years of experience with C2 dashboards such as C2IE, MSS and similar systems.
  • Strong understanding of Joint Staff requirements for information systems, with proven expertise in system integration, data management, and business rule enforcement.
  • Excellent communication skills with the ability to instruct and guide staff on system usage.
  • TS clearance with SCI Eligibility

EVEN BETTER


  • Familiarity with SOCPAC operational environments.
  • Experience working within the INDOPACOM theater.
  • Ability to work under tight timelines and in high-pressure situations such as during large-scale conferences and command events.
  • Project Management Professional (PMP) certification is a plus
