Next Phase Solutions and Services, Inc. is seeking a detail-oriented Proposal Pricing Specialist to support our federal contracting operations. This role will ensure that cost proposals are developed in compliance with RFP requirements, internal policies, and applicable government regulations (FAR, DFARS, CAS). The ideal candidate is a proactive professional who excels in pricing strategy, cost-volume development, and federal contract compliance.

Responsibilities:


  • Analyze Requests for Proposals (RFPs) and Statements of Work (SOWs) for pricing requirements and risks
  • Support the creation of compliant Work Breakdown Structures (WBS)
  • Collaborate with estimators to develop and review cost estimates and Basis of Estimates (BOEs)
  • Lead development of cost/price volumes in alignment with RFPs, FAR, and CAS standards
  • Prepare and review financial data for internal management review briefings
  • Provide support during negotiations, including audit responses, pricing updates, and change impact analysis
  • Contribute to continuous process improvement and compliance initiatives
  • Assist with internal and external audits, including DCAA/DCMA interactions
  • Facilitate and support color team reviews related to cost volumes
  • Create and maintain Excel-based pricing models, escalation tables, and scenario analyses
  • Draft and refine BOEs with strong justifications aligned to RFP evaluation criteria
  • Mentor internal teams on pricing compliance best practices and regulatory updates

Requirements


  • Expertise in federal pricing for various contract types (Fixed Price, Cost Plus, T&M)

  • In-depth knowledge of FAR, DFARS, and CAS, and cost compliance standards
  • Experience supporting DCAA/DCMA audits
  • Advanced Excel skills (modeling, formulas, pivot tables, etc.)
  • Strong written and verbal communication skills
  • Self-motivated team player with excellent time management and collaboration abilities

Required Education:


  • Bachelor's Degree and at least 7 years of relevant experience, OR
  • Graduate Degree with at least 5 years of related experience, OR
  • In lieu of a degree, a minimum of 12 years of relevant experience

Preferred Qualifications:


  • Experience supporting Color Team reviews in federal proposal environments
  • Familiarity with pricing tools such as Deltek Costpoint, ProPricer, or equivalent
  • Prior experience in a proposal pricing lead or consulting role
  • Ability to translate technical inputs into defensible cost justifications
  • PMP certification or similar project/proposal management training

  • Certified Government Financial Manager (CGFM) - AGA
  • Project Management Professional (PMP) - PMI
  • Certified Public Accountant (CPA)

General:


  • Strong organizational and communication skills
  • Ability to manage multiple tasks and prioritize workload based on the needs of the client
  • Ability to deal with ambiguity and frequent changes in priorities
  • Ability to work with minimal supervision
  • Excellent technical writing skills and proven experience in systems with complex requirements
  • Excellent teamwork and interpersonal skills with the ability to team with others to meet project objectives
  • Understanding of the system development lifecycle as implemented with Agile; SAFe knowledge a plus

Physical Requirements:


  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to navigate in an office setting unassisted
  • Must be able to lift up to 10 pounds
  • Strong speaking skills, including the ability to articulate thoughts in a clear manner and excellent word enunciation skills, are required

Salary Range:


  • $120,000 - $165,000

Salary is commensurate with experience and qualifications. This range reflects a broad spectrum of potential candidates, with salary offers based on skills, experience, and expertise in the field.
