DSFederal Inc, is seeking an experienced Sr. Project Manager – Data to lead and oversee a federal grantee monitoring and data management program within a complex IT services environment. This role will be responsible for ensuring effective program execution, compliance, and stakeholder coordination. The ideal candidate will have expertise in data analytics, risk management, federal compliance, and IT integration to support strategic operations in monitoring the Client’s initiatives. The Project Manager will be responsible for end-to-end project execution, resource planning, risk management, and stakeholder engagement.
The candidate must demonstrate an ability to lead cross-functional teams, drive innovation in data-driven decision-making, and ensure compliance with federal oversight requirements. A proactive approach to streamlining workflows and improving system efficiency is critical to supporting the Client’s monitoring mission. This role requires strong analytical and leadership skills to navigate the complexities of federal program monitoring, predictive modelling, data governance, and reporting automation. The Project Manager will oversee risk-based monitoring, data quality management, real-time analytics, and IT-enabled process enhancements.
The candidate must also ensure that all deliverables align with key performance indicators (KPIs), regulatory compliance, and best practices while fostering a collaborative and high-performance work culture.
Job Duties/Responsibilities:
- Manage project operations, identify and mitigate risks, allocate resources, improve business processes, and monitor compliance with project requirements, schedule, and budget.
- Serve as the primary point of contact for the client.
- Provide regular project reporting, monitor key performance indicators, and use tools to enable data-driven decisions.
- Lead cross-functional teams in program evaluation, stakeholder engagement, and IT governance.
- Develop and maintain a comprehensive Project Management Plan (PMP) that defines technical approaches, organizational resources, and management controls.
- Oversee monitoring report development, data management and integration, and system enhancement initiatives.
- Manage customer expectations and maintain relationships with federal agencies, contractors, and key stakeholders.
- Implement change management strategies to support process improvements and organizational transitions.
- Implement performance tracking and process improvements to enhance monitoring effectiveness.
- Oversee financial management, cost tracking, and contract transitions, ensuring accountability and efficiency in program execution.
- Maintain quality assurance through repeatable, structured processes, including risk and issue management.
- Lead the design, development, and maintenance of data analytics frameworks to support grants monitoring activities as required by the client.
- Provide technical leadership in survey instrument development, evaluation design, and statistical programming.
Requirements
Experience Required
- 7+ Years of experience and is responsible for managing the day-to-day execution of the project while still being highly involved in leadership and decision making.
- 5+ years of experience in data analysis, risk assessment, policy analysis, and grantee performance monitoring within human services, health, social sciences, or federal programs, preferably within early childhood education.
- Expertise in statistical programming, survey methodology, and data-driven decision-making.
- Experience in machine learning platforms, frameworks, and libraries
- Understanding of NLP techniques for text representation, semantic extraction techniques, data structures, and modelling
- Expertise in data visualization tools such as Tableau and Power BI.
- Proficiency in statistical programming languages (Python, R, SAS, SQL) and experience with predictive modeling techniques.
- Direct experience in IT-enabled process improvements, data automation, and integrating monitoring systems.
- Strong understanding of monitoring systems used in Head Start, human services, early childhood, or healthcare programs.
- Experience leading data analytics teams and collaborating with cross-functional stakeholders.
- Ability to translate complex data into actionable insights and reports.
- Familiarity with machine learning models and AI-driven data analysis techniques.
Education Required:
- Bachelor’s degree in data science, Information Systems, Public Administration, Business Administration, or a related field.
- Master’s degree preferred.
Certifications (Preferred):
- Project Management ?Professional (PMP)
- Certified Scrum Master (CSM) or SAFe Agilist
- ITIL Certification
- Other relevant certifications
