Position Summary


PMA is currently seeking a highly motivated Scheduler for an exclusive assignment with the NYC Borough-Based Jail System Program. The scheduler will be an onsite position in the New York, New York program office with occasional travel to other facilities as needed. The $16 billion NYC Borough-Based Jail System Program encompasses the procurement, programming, design, and construction of four new borough-based jails. This program is managed by the New York City Department of Design and Construction (DDC). The Scheduler plays a critical role in ensuring the smooth and efficient execution of day-to-day operational activities by managing the scheduling of resources, personnel, and tasks.

This position is responsible for managing two facility projects. The Scheduler must have excellent communication and team-building skills, as well as the ability to work independently, collaboratively, and with full transparency, as required by the Client/Project. Additionally, the Scheduler will be responsible for developing, reviewing, reporting, and supervising construction schedules for high-rise facilities.

Responsibilities include:


  • Perform schedule reviews, prepare bi-weekly and monthly schedule update analysis reports, investigate and produce Progress Reviews:
  • Review schedule logic, sequencing, and constraints. 
  • Review float assigned to activities in the schedule.
  • Review cost, resources, and earned value.
  • Review Critical/Longest Path(s) & Near-Critical Path(s). 
  • Analyze schedule impacts and recommend corrective action plan to mitigate/avoid cost and schedule overruns.
  • Develop, update, and maintain schedules (cost and resource-loaded).
  • Monitor, review, and report to the Program Scheduler, Senior, and Executive Management the schedule status of the project.
  • Present project in meetings with the owner, A/E representatives, and other Contractors, as required.
  • Develop “What-If” schedule scenarios, mitigation schedules, look-ahead schedules, and time impact analysis.
  • Complete delay analysis: assessment and evaluation of all delays analysis/DB’s claims.
  • Identify schedule issues, opportunities, and corrective actions to mitigate potential delays to projects.

Position Qualifications


  • Bachelor's Degree (BA/BS) in architecture, engineering and/or construction management required.
  • 10-15 years of experience in planning and scheduling/project controls; experience on multiple sides of the business (e.g., consultant, owner, owner representative, architect, contractor, engineer) required.
  • Field experience is required. 
  • Experience in institutional and vertical (high-rise) construction required, with a preference for detention facility projects.
  • Thorough understanding of vertical construction processes, including construction methods and best practices required.
  • Ability to conduct regular on-site walk-throughs required.
  • Ability to clearly communicate the details and intricacies of the ongoing vertical construction to the Client required.
  • Proficiency with Primavera P6, MS Project and Microsoft Office (Word, Excel, PowerPoint) required.
  • Demonstrated knowledge and experience in the preparation, development of resource loaded design and construction schedules using Critical Path Method (CPM) required.
  • Relevant construction scheduling experience in planning, scheduling, expediting, maintaining, and reporting the progress/status of work required.
  • Strong communication and relationship-building skills required.
  • Understanding of Earned Value Analysis required.
  • Must have Time Impact Analysis (TIA) expertise.

$145,600 - $166,400 a yearThe salary range for this position is $145,600 - $166,400. A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual’s scope of relevant experience and geographic location.

Additional Requirements


Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
