DSFederal Inc, is seeking an experienced Tech Lead – Data Analyst who will be responsible for data analytics, risk assessment, policy analysis, and monitoring protocol development for the federal grantee monitoring and data management program within a complex IT services environment. The Tech Lead – Data Analyst will develop and implement data-driven strategies to enhance monitoring effectiveness, identify trends, and improve program quality. The role requires expertise in federal data governance, predictive modeling, statistical analysis, survey methodology, and reporting automation.
This position will play a critical role in ensuring the integrity, accuracy, and accessibility of data for oversight, reporting, and decision-making.
Roles and Responsibilities:
- Lead the design, development, and maintenance of data analytics frameworks to support grants monitoring activities as required by the client.
- Manage and analyze historical and real-time data from multiple sources, ensuring data accuracy, completeness, and consistency.
- Develop and implement a weighted system for evaluating grantee performance and risk assessment.
- Oversee quality control reviews of monitoring reports and provide recommendations for data accuracy, compliance, and policy implications.
- Identify data trends, potential risks, and compliance gaps, presenting findings to clients and stakeholders.
- Develop dashboards and automated reporting tools using platforms such as SAS, Python, R, Tableau, and Power BI.
- Provide technical leadership in survey instrument development, evaluation design, and statistical programming.
- Support data-driven decision-making in early childhood education and healthcare-related research.
- Perform statistical analysis of results and refine models
Requirements
Required Qualifications:
- 8+ years of experience in data analysis, risk assessment, policy analysis, and grantee performance monitoring within human services, health, social sciences, or federal programs, preferably within early childhood education.
- Expertise in statistical programming, survey methodology, and data-driven decision-making.
- Experience in machine learning platforms, frameworks, and libraries
- Understanding of NLP techniques for text representation, semantic extraction techniques, data structures, and modelling
- Experience working on government contracts and knowledge of federal grant monitoring systems.
- Expertise in data visualization tools such as Tableau and Power BI.
- Proficiency in statistical programming languages (Python, R, SAS, SQL) and experience with predictive modeling techniques.
- Direct experience in IT-enabled process improvements, data automation, and integrating monitoring systems.
- Strong understanding of monitoring systems used in Head Start, human services, early childhood, or healthcare programs.
- Experience leading data analytics teams and collaborating with cross-functional stakeholders.
- Ability to translate complex data into actionable insights and reports.
- Familiarity with machine learning models and AI-driven data analysis techniques.
- Experience as a Project Manager
Education:
· Bachelor’s degree in data science, Information Systems, Public Administration, Business Administration, or a related field. · Master’s degree preferred.
Certifications (Preferred):
· Certified Analytics Professional (CAP) · Certified Scrum Master (CSM) · Other relevant certifications
