Washington, D.C Metro Area Remote Position. Attendance at onsite meetings is expected for 1-2 days every 3 months.
MBL Technologies is seeking an Operational Resilience Training & Exercise Lead to support a healthcare focused agency’s emergency management and preparedness operations test, training, and Exercise (TT&E) efforts. The program supports strategic and operational emergency preparedness, response, and recovery activities, including the continuation of essential functions of developing and facilitating plans, procedures, and related documentation.
Responsibilities:
- Provide general assistance/support for all TT&E activities consistent with HSEEP guidance.
- Develop, execute, and evaluate tests, training, and exercises, and related documents to address preparedness priorities.
- Develop documents to support exercise planning, conduct, evaluation, and improvement planning.
- Manage and conduct an annual Integrated Preparedness Planning Workshop (IPPW) with stakeholders and develop a Multi-Year Integrated Preparedness Plan.
- Develop and disseminate exercise After-Action Reports and Improvement Plans.
- Develop or update SCORM-compliant training modules for use within the Learning Management System (LMS).
- Prepare training for various continuity teams in continuity program initiatives and plans.
- Analyze quarterly Government Emergency Telecommunications Service (GETS) testing results and provide outcomes and statistics.
- Create and manage Standard Operating Procedures (SOPs) and job aids to meet emergency management and operational TT&E requirements.
Requirements
- Bachelor’s degree.
- Public Trust Clearance
- Minimum of 5 years of related experience in the operation and development of TT&E programs.
- Experience in developing multi-year TT&E plans, creating and conducting tabletops, drills, workshops, and hotwashes.
- Advanced knowledge and experience in Homeland Security Exercise and Evaluation Program (HSEEP) curriculum development, exercise evaluation, and corrective action and improvement planning.
- Experience overseeing and ensuring successful task order completion within the scheduled timeframe consistent with the established scope of work to include technology based and financial solutions.
- Experience directing technical teams and facilitating the integration of sub tasks to ensure the optimal use of assigned resources and subcontractors.
- Experience organizing, directing, and coordinating the planning and implementation of all activities associated with tasks.
