We are seeking an Early Childhood Project Manager to support Head Start which is a nationwide comprehensive child development program serving pregnant families and eligible children from birth to five. As per Section 640(a)(1)(C)(i) of the Head Start Act, amended on December 12, 2007, a portion of the Head Start allocation is reserved for training and technical assistance (TTA) activities to enhance service quality. This is an opportunity to improve local programs' capacity to deliver high-quality services, focusing on correcting findings from federal monitoring, school readiness, and staff training/professional development needs.As a Project Manager, you will have the opportunity to bring a strategic and forward-thinking approach to overseeing all aspects of a project to ensure its success.
The ideal candidate will possess strong project management knowledge and skills, as well as proficiency in one or more functional areas (e.g., technical, contractual, administrative, financial, budget). The primary focus is to support the Regional Training and Technical Assistance Network (TTA), as part of the National Head Start Training and Technical Assistance System (OHS), which includes developing and disseminating an effective message about critical topics across regions, states, and recipients; providing training and technical assistance informed by evidence-based research; extending the work of OHS by supporting individual recipients and groups in each region. Major Duties and Responsibilities
- Establish a comprehensive quality assurance system for TTA to recipients and contract deliverables related to the work of Early Childhood Specialists.
- Oversee, supervise, and coach Early Childhood Specialists in an effective and timely manner.
- Provide EC Specialists with professional development in key performance areas such as early childhood education, coaching, curriculum implementation, teacher-child interactions, family engagement, child and family outcomes, assessment, and data aggregation.
- Review TTA reports for accuracy and ensure that they are submitted on or before the deadlines outlined in the Schedule of Deliverables.
- Develop a process for using, reporting, and presenting TTA data to improve early childhood specialist services, and improve coordination with state, regional, and national priorities, as well as other early childhood TTA systems, as directed by the region.
- Perform a minimum of two field observations of Early Childhood Specialists in each performance period to determine the quality of TTA provided and the need for professional development.
- Communicate with the Regional Office staff to ensure coordinated support, messaging, and prioritization of technical assistance to grant recipients.
- Participate in national, regional, and state work groups and meetings as directed by the OHS.

ducation & Qualifications
- Bachelor’s degree from an accredited four-year institution.
- 3-5 years of extensive experience in early childhood education, training, and technical assistance.
- PMP Certification (Preferred) – in-depth knowledge of standard project practices: knowledge management, quality assurance, grants management processes, and continuous process improvement.
- Excellent communication and interpersonal skills.
- Proficiency in data analysis and reporting.
- Experience in staff supervision and professional development.
- Excellent business writing skills and attention to detail; impeccable command of English grammar and the ability to communicate with key stakeholders and external partners.
- Proficiency with basic computer programming, including the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
