Position:
General Engineer, Intermediate
Overview:
Support Directorate wide facilities engineering integration and operations functions including but not limited to planning, design, construction, acquisition, contract management, and cost estimating and analysis for the Facilities, MILCON, and Environmental Management Directorate, Missile Defense Agency (MDA). Travel up to twice per quarter as required, both CONUS and OCONUS including KSA.
Responsibilities:
- Configuration Management Lead for the Aegis Ashore Facilities program.
- Support IPTs and Working Groups for Facilities Engineering Projects.
- Support Facility Design Reviews and Design Meetings.
- Review facility designs, calculations, specifications, cost estimates, schedules, etc.
- Support in-process reviews and facility design progress meetings.
- Provide design and construction oversight support.
- Support construction scheduling, contracting strategy, and construction acquisition planning.
- Prepare weekly updates, attend staff meetings, and submit weekly action reports.
- Provide on-site rotational site support (2-3 weeks per rotation) as necessary.
- Support facility designs, construction project teams, and on-site engineering activities.
- Provide technical support for facilities planning, programming, design, construction, and equipment installation for required facilities and infrastructure.
- Analyze facilities engineering tasking requirements, establish scope and objectives, and develop Plans of Action and Milestones (POAMs).
- Conduct research, review, and recommend changes to support implementation of facility upgrades.
- Troubleshoot facility-related issues and support commissioning efforts.
- Assist with policy reviews, integration, implementation, execution, and compliance.
- Prepare, update, and coordinate policy documentation.
- Support special studies, analyses, technical response development, and programmatic documentation.
- Assist in preparing and coordinating responses, supporting documentation, and securing necessary approvals.
- Support integrated baseline reviews, project change management, and acquisition reviews.
- Coordinate with internal and external personnel, brief customers, finalize engineering documents, and obtain approvals.
- Provide daily supervision and direction to support teams.
- Prepare decision documentation such as briefings, white papers, fact sheets, status reports, progress reports, courses of action, gap analyses, and information papers to support life-cycle management of facilities, infrastructure, and environmental activities.
- Other duties as assigned.
Minimum Qualifications:
- BA/BS in Engineering from an ABET-accredited university with 7+ years of Civil/Structural Engineering experience
- ME or MS degree in engineering plus five years of relevant engineering experience may be substituted for the seven years of relevant engineering experience requirement.
- BS degree in engineering and a Professional Engineer (PE) license plus five years of relevant engineering experience may be substituted for the seven years of relevant engineering experience requirement.
- Proficiency in configuration management, facility design, and site activation.
- Comprehensive technical expertise in facility engineering, policies, studies, analysis, and activity management.
- Familiarity with Facility Condition Assessments.
- Understanding of MILCON and sustainment project funding.
- Familiarity with Sustainment, Restoration, and Modernization (SRM) project requirements.
- Working knowledge of design, interface, assessment, and validation/verification requirements from a Systems Engineering perspective.
- Familiarity with missile and/or interceptor weapon system components and performance.
- Capability to provide engineering support efforts for planning, design, construction, and maintenance/sustainment of physical and natural built environments, administrative, and mission facilities and infrastructure.
- Demonstrated ability to anticipate customer requirements and needs.
- Ability to work independently with little supervision to produce consistently exceptional work.
- Ability to respond to routine and high-priority customer requests in a timely, efficient, and friendly manner.
- Ability to maintain smooth working relationships with individuals and groups at various levels within and outside the organization.
- Ability to formulate and resolve complex issues.
- Ability to organize large quantities of diverse data into concise and useful information.
- Proficiency in oral and written communications, with demonstrated ability to prepare and present briefings and technical information to peers and executive managers.
- Ability to manage multiple tasks independently in a fast-paced, dynamic, high-stress environment.
- Ability to work across organizational boundaries.
- Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, Visio, Access).
- Ability to present complex information and concepts to leaders at various organizational levels.
- Self-starter with a willingness to learn.
- Active Secret security clearance
- Ability to obtain/maintain a Top-Secret security clearance as required
Preferred Qualifications:
- Experience with MILCON Projects
- Working knowledge of applicable United States Civil/Structural Codes
- Experience with the United States Army Corps of Engineers (USACE) and/or Naval Facilities Engineering Command (NAVFAC)
- Direct GMD experience.
