Position Description:


This position will support FEMA’s Individual and Community Preparedness Division (ICPD) in the FEMA Regions. ICPD works to increase whole community preparedness and strengthen the resiliency of communities across the nation in the face of natural disasters. Through public outreach and stakeholder engagement, ICPD seeks to increase awareness of the risks associated with disasters and move individuals, communities and organizations to action in preparing them to face these risks. 

Role Responsibilities:


The Regional Preparedness Liaison will serve as on-site contract support in the National Preparedness Division of FEMA Region 9 in Oakland, California, supporting stakeholders in California, Nevada, Arizona, Hawaii, the Pacific Area Office serving the Pacific Island Territories, and the 150 Tribal Nations. They will support the Region with the implementation of its preparedness goals and objectives to more effectively serve its stakeholders from all aspects of the community and all levels of government. Specific duties include:

  • Maintaining and building the Preparedness Ambassador program; the goal of this project is to embed community preparedness partners in communities throughout the region. 
  • Building an equity outreach program model in vulnerable communities, working with Federal Integration Teams co-located in each state throughout the region.
  • Supporting youth preparedness programs and providing technical assistance to organizations wanting to start a youth preparedness program.
  • Supporting the Regional Youth Preparedness Council and its activities and developing projects with representatives from the Council to involve more youth in emergency management.
  • Assisting state and local emergency management agencies to build, sustain and expand current community preparedness activities.
  • Working with Whole Community partners, such as youth-serving organizations, faith-based institutions, private sector, tribal nations, disability advocacy organizations, etc. to promote preparedness activities and programs at the regional, state, local and tribal levels.
  • Providing support for drills and exercises involving non-governmental participants such as members of the public, community leaders and civilian volunteer responders.
  • Working with state and local stakeholders to update preparedness messaging and vet new messaging guidance.
  • Supporting national and state campaign efforts such as National Preparedness Month, Resolve to be Ready, Severe Weather Awareness, Hurricane Preparedness, etc.
  • Working with FEMA Regional counterparts such as FEMA External Affairs, Mitigation and other internal partners to support messaging and outreach for preparedness and support for states in developing or enhancing their media plans.
  • Developing, implementing and maintaining strategies to build effective partnerships with state, territorial, local and tribal individual and community preparedness programs; CERT and related programs throughout the region.
  • Collecting and promoting information pertaining to state and local individual and community preparedness activities/initiatives; developing metrics-based systems for tracking and monitoring.
  •  A minimum of 4 days per week on-site support and (eventually) traveling to territories in Region 9, like American Samoa, Guam, and the state of Hawaii.

Required Skills:


  • Bachelor’s Degree
  • Must be able to work independently away from other corporate team members, as this position involves some travel;
  • Must be able to navigate challenging office environments and be diplomatic in all interactions;
  • Exceptional writer with strong communication abilities;
  • Experience in working with underserved and marginalized communities
  • Ability to think strategically and long term while “connecting the dots” with other program/project areas;
  • Knowledge of Microsoft Office Suite including, PowerPoint, Excel and Word;
  • Able to work and maintain composure in a fast paced, high pressure environment;
  • Excellent verbal communication and writing ability geared towards public outreach;
  • Able to handle multiple tasks at one time;
  • Able to think strategically and creatively;
  • Able to propose solutions to identified challenges;
  • A minimum of 4 days per week on-site support and (eventually) traveling to territories in Region 9, like American Samoa, Guam, and the state of Hawaii
