Job Summary:
The Field HSE Specialist is responsible for implementing, monitoring, and enforcing health, safety, and environmental (HSE) policies and procedures to ensure compliance with company standards, regulatory requirements, and industry best practices. This role requires extensive field presence, working closely with field operations, contractors, and management to promote a safe and compliant work environment in oil and gas exploration, drilling, and production activities.
Key Responsibilities:
- HSE Compliance & Monitoring:
- Ensure field operations comply with OSHA, EPA, DOT, and state-specific regulations (e.g., Texas Railroad Commission).
- Conduct field inspections, audits, and assessments to identify risks and ensure compliance with company HSE policies.
- Support permit compliance and ensure adherence to environmental regulations.
- Safety Programs & Training:
- Develop and deliver HSE training programs for field personnel and contractors, including hazard recognition, emergency response, and safe work practices.
- Conduct safety meetings, toolbox talks, and job safety analyses (JSAs) before high-risk activities.
- Lead behavioral-based safety initiatives to drive continuous improvement in safety culture.
- Incident Management & Reporting:
- Investigate incidents, near misses, and spills, determining root causes and corrective actions.
- Prepare reports and maintain records of all incidents, inspections, and regulatory compliance efforts.
- Implement corrective actions and follow up to ensure effectiveness.
- Field Support & Risk Mitigation:
- Work closely with drilling, completions, production, and pipeline teams to ensure job safety.
- Identify and mitigate hazards in hot work, confined space entry, lockout/tagout (LOTO), and working at heights.
- Ensure proper use of PPE and compliance with safe work procedures.
- Emergency Response & Preparedness:
- Assist in emergency drills, response plans, and coordination with emergency services when needed.
- Support spill response and environmental remediation efforts in case of releases or leaks.
- Contractor Safety Management:
- Ensure third-party contractors meet company and regulatory HSE requirements.
- Conduct contractor audits and ensure alignment with company HSE standards.
Qualifications & Experience:
- Education:
- Bachelor’s degree in Occupational Safety, Environmental Science, Industrial Hygiene, or related field preferred.
- Equivalent experience in lieu of degree will be considered.
- Experience:
- 5-10 years of field HSE experience in the oil & gas industry (drilling, completions, production, or midstream).
- Knowledge of South Texas (Eagle Ford) regulatory environment and operational risks is a plus.
- Certifications:
- OSHA 30/OSHA 500 or equivalent required.
- H2S, First Aid/CPR, PEC Safeland, and other industry certifications preferred.
- CHST, CSP, or other professional safety certifications are a plus.
- Skills & Competencies:
- Strong understanding of OSHA, EPA, DOT, and Texas-specific oil & gas regulations.
- Ability to work in remote field locations and travel frequently.
- Excellent problem-solving and risk assessment skills.
- Strong communication, leadership, and interpersonal skills.
- Proficient in Microsoft Office (Excel, Word, PowerPoint) and safety management software.
Work Environment & Physical Requirements:
- Extensive time spent in the field, including remote and high-risk environments.
- Exposure to extreme weather conditions (heat, cold, rain) in South Texas.
- Requires walking, climbing, bending, and lifting equipment.
- 24/7 on-call availability for emergency response and incident management.
