Summary


The Manager of Behavioral Health Services recruits, hires, and supervises a team of both licensed and unlicensed behavioral health clinicians working within a federally qualified health center (FQHC) that serves individuals experiencing homelessness.  This includes overseeing the quality of care provided by behavioral health counselors and maintaining an accountable workforce. As a clinician leader, the Manager of Behavioral Health Services maintains a clinical caseload along with administrative tasks which include supporting the facilitation of integrated care (partnering with primary care, psychiatry, substance use disorder, and dental care providers), helping manage grant applications and associated funding, and working with the Director of Behavioral Health Services to create departmental strategic goals, policies, procedures, workflows and other materials that promote the provision of high-quality outpatient mental health services.

Essential Functions


  • Recruits, screens, interviews, and approves non-management candidates for hire. Retains a high performing, accountable workforce by monitoring work performance, providing supervision, completing performance appraisals, and administering disciplinary action when needed.
  • Sees clients according to assigned schedule template. Maintains a clinical caseload comprised of individual sessions and therapeutic group(s). Maintains thorough, timely, and accurate documentation in each client's electronic health record. Participates in a multidisciplinary team of providers to assure holistic care of all clients.  
  • Oversees client referrals, caseload equity, quality of outpatient behavioral health services, treatment and audits. 

  • Helps create strategic goals, policies, procedures, workflows, and other program materials, as needed.    
  • Participates in quality assurance/improvement activities including monitoring quality metrics for the department and sharing with BH team. 
  • Conducts BH trainings for the health center, larger organization’s workforce (Father Joe’s Villages), and surrounding community when appropriate.
  • Effectively communicates and collaborates with clients, other health professionals, clinical staff, and colleagues. Collaborates with team members to develop care plans in order to deliver high quality healthcare.  
  • Reviews communications on multiple platforms; checking each at least once per working day. 
  • Helps manage and acquire grants (e.g. tracking/submitting data, managing spending, ensuring grant requirements are met). 
  • Develops marketing materials and participates in outreach activities to increase referrals and client engagement. 
  •  Participates in meetings, presentations, workgroups and/or learning collaboratives, as assigned. 
  • Complies with all of the terms and provisions of law and ethical standards relating to the practice of mental health counseling.
  • Devotes a sufficient amount of time each year to self-study, conferences and obtaining other adequate continuing education (CE) to maintain license to practice in the State of California.  
  • Completes and maintains privileging and credentialing in the Health Center.   
  • Assures on-time completion of assigned training and policies.  
  • Maintains a professional demeanor at all times at work.   
  • Performs all other duties as assigned.  

Qualifications


  • Licensed Clinical Social Worker, Psychologist, or Licensed Professional Counselor with California license in good standing.

  • At least 3 years of clinical work experience including treatment of individuals with severe mental illness. Experience with trauma informed care and harm reduction models, preferred.
  • At least 1 year of leadership experience to include training, performance management, counseling and retaining an engaged and accountable workforce.
  • Intermediate user of MS Office and electronic health record systems.  
  • CPR/First Aid & AED certified (can be provided upon hire). 
  • Participates in an annual Tuberculosis screening and/or other screenings.
