Procon Consulting, a fast-growing professional services firm in McLean, VA with expertise in providing program and
project management for design and construction, project controls, commissioning, construction-related technology, and facilities management, seeks Senior Construction Representative to join our expanding team. This role will support the Federal Bureau of Investigation (FBI) in Jamestown, KY and will be 100% onsite.
Responsibilities
- Conduct on-site inspections to assess compliance with construction plans, specifications, contract requirements, and workmanship standards.
- Review inspection efforts through completed reports and effectiveness of conference participation.
- Independently inspect a variety of complex construction operations that require specialized technical expertise.
- Ensure contractor compliance with work scheduling, plan interpretation, work methods, and workmanship acceptability.
- Inspect materials, installations, and testing of completed work, collaborating with contractors to identify and correct deficiencies or recommend alternative construction methods.
- Review construction contractor’s daily quality control reports to ensure adequate documentation of operations, including inspections and deficiency corrections.
- Perform surveillance to verify the contractor is following the USACE 3-phase quality control system and conduct follow-up inspections to document compliance.
- Attend quality assurance preparatory and initial inspections, providing input on daily Quality Assurance Reports (QARs) within 24 hours of the inspection using the USACE Resident Management System (RMS).
- Verify site locations, layouts, and elevations of contract work prior to the start of work, ensuring all preparatory inspection requirements are in place.
- Monitor contractor procedures for tracking deficiencies, ensuring corrective actions are implemented, and maintain an audit trail of findings in daily logs of Quality Assurance Reports.
- Maintain a system for tracking deficiencies, field problems, and requests for information (RFIs) to ensure timely resolution and documentation.
- Occasionally attend offsite shop inspections for fabricated items to confirm contract compliance before shipment to the project site, primarily as day trips without overnight travel
Qualifications
- 10+ years of relevant and applicable experience
- Bachelors Degree
- Experience within USACE
- Experience reviewing contractor daily quality control reports for accuracy and addressing deficiencies
- Experience performing quality assurance inspections to ensure adherence to project requirements, construction plans, industry standards and contract terms
- Demonstrated experience working with EM 385-1-1 (USACE Safety and Health Requirements Manual)
- Familiarity with 29 CFR 1926 (OSHA Construction Industry Regulations) and applying these standards on construction projects
- Experience reviewing and evaluating construction contractor claims for accuracy and validity
- Ability to identify, document, and present relevant drawings and specifications, and develop a detailed chronology of correspondence and events related to claims and claims resolution
- CQM Certification is preferred
