Sigma Defense is currently seeking a Construction Surveillance Technician (CST) to conduct surveillance during construction to ensure that construction requirements are met and approved during the different phases of site preparation, construction, fit-out and lockdown to ensure that work is executed as designed and is free from security hazards. CST’s shall provide surveillance whenever the construction site is accessed by construction laborers.Contractor Special Security Officer (CSSO) is responsible for managing security protocols for classified government contracts, which includes maintaining secure facilities, managing access control, and ensuring compliance with security policies.

Key duties include creating visitor logs, verifying clearances, managing classified material, coordinating secure video conferences, and training personnel.

Requirements


  • 5-10 years of experience and/or certifications in Special Program Security Credential (SPSC) and Certified Special Security Officer (CSSO), Physical Security Professional (PSP), Certified Security Manager (CSM), Construction Surveillance Technician (CST) Certification.
  • Experience using Windows, and Microsoft Suite.
  • The role requires strong analytical and communication skills.
  • Experience with a variety of security disciplines, such as personnel, physical, and information security.
  • Must be a U.S. citizen.

Candidate Differentiators:


  • Extensive experience managing SAPs and applying DoD Manual 5205.07 series guidelines.
  • Hands-on expertise in the design, construction, and accreditation of SCIFs according to Intelligence Community Directive (ICD) 705.
  • Experience serving as a COMSEC Custodian or Alternate Custodian have specialized skills in managing, handling, and accounting for sensitive communications equipment.
  • Experience working closely with Information System Security Managers (ISSMs) or as an Information System Security Officer (ISSO) to secure accredited networks (e.g., JWICS).

Personnel Clearance Level:


  • Candidate must possess or have the ability to obtain an active TS/SCI security clearance.
  • Clearance may be sponsored for the right candidate.

Education Requirements:


  • Associate's Degree from an accredited college or university in Industrial Security, Intelligence, or related field of study.

Essential Job Duties (not all-inclusive):


  • Provide basic physical security in accordance with Sensitive Compartmented Information Facilities (SCIF) policies and Intelligence Community Standard (ICS) 705-1, -Physical and Technical Standards for Sensitive Compartmented Information Facilities.
  • Conduct surveillance and closely monitor all construction activities and materials to ensure the security integrity of the building.
  • Inspect, detect, and report any unauthorized technical penetrations and thwart implanted clandestine technical collection devices.
  • Collaborate with the assigned Government Site Security Manager (SSM) to adhere to established security policies and procedures.
  • Supplement site security access controls, implement screening and inspection procedures, and monitor uncleared construction personnel in accordance with the Construction Security Plan (CSP).
  • Conduct inspections of the Protected Distribution System (PDS) and promptly report any anomalies to the SSM.
  • CSSO’s manage the SCI security program and oversee SCI security functions for subordinate SCIFs. Contractors can only serve as a CSSO under a valid contract and must always coordinate their actions through that contract’s COR.
  • Supervise the operation of the special security office and administer the SCI security program to include SCI security oversight for other SCIFs under the organization’s security cognizance.
  • Maintain applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities.
  • Properly account for, control, transmit, transport, package, and safeguard SCI. Provide for destruction of SCI by authorized means.
  • Disseminate SCI only to persons authorized access to the material and having an established need to know.
  • Serve as the official channel for certifying and receiving SCI visitor clearances and accesses.
  • Maintain the Joint Personnel Adjudication System (JPAS) to accurately reflect all personnel under their cognizance.
  • Conduct or otherwise manage SCI personnel, information, physical, and technical security (e.g. TEMPEST and TSCM) actions and procedures in accordance with this Manual.
  • Provide guidance and assistance for processing SCI position and eligibility requests.
  • Perform all aspects of the SCI Personnel Security Program to include, but not limited to, nomination interviews, validation of SCI access requirements, submission of investigative requests, conduct SCI security briefings; obtain signed NdA and NdS; and perform other related personnel security actions. (Supporting SSOs will provide this service for contractors unless it is specifically delegated to the CSSO by the owning SSO of the contract.)
  • Provide a briefing on local SCI security procedures to newly arrived personnel and those receiving initial SCI indoctrination. Emphasize unauthorized disclosure awareness, management, and reporting during indoctrination and termination briefings and day-to-day security program execution.
  • Direct each subordinate SCI official to conduct an annual self-assessment and forwards it for SSO review within 14 days of completion. SSOs shall annually report to the DIA Deputy Director for Mission Services, Counterintelligence and Security Office (DAC) the results of the self-inspections along with action taken to address any shortcomings.
  • Report and investigate all unauthorized disclosures of classified intelligence information.
  • Interface with telecommunications centers, IS facilities, computer centers, and similar offices to establish and maintain SCI security operational channels.
  • Provide telecommunications centers, watch centers, and the appropriate command centers with the non-duty telephone numbers of, and instructions for, contacting special security office personnel.
  • Conduct a continuing SCI security education training and awareness program to ensure all SCI-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SCI.
  • Maintain appropriate accreditation documentation for each SCIF, communications system, and IS under the organization's security cognizance.
  • Review all reported derogatory information on SCI-indoctrinated personnel.
  • Manage, supervise, and provide support to special access programs (SAPs) based on approved co-utilization agreements.
  • Maintain continuing liaison, as required, with non-SCI security officials.

Salary Range: $100,000 - $115,000 annually.
